Job Advertisement: Senior Procurement Engineer
Location: Qatar and Korea (will be discussed at interview)
Duration: 2 years, renewable
Job Purpose: We are looking for an experienced Senior Procurement Engineer who will be responsible for all procurement phases of tagged items and bulks during the execution phase of project. This role requires exemplary behavior regarding HSE rules and their implementation within the designated area.
Responsibilities:
- Manage all procurement phases including purchasing, expediting, inspections, logistics, and on-site assistance.
- Coordinate with the EPCIC Contractor to ensure smooth execution of Purchase Orders, subcontracts, and equipment packages, ensuring on-time delivery.
- Ensure technical coordination with relevant disciplines and QAQC personnel throughout the EPCIC Contract and Close-out phases.
- Report and liaise with the Package Manager as needed.
Job Dimensions: This role is part of PMT team, overseeing several EPCIC Contracts executed over six years, focusing on both Greenfield and significant Brownfield integration challenges.
Project Scope:
- EPCI 9 (SURF): Installation of pipelines, risers, and composite cables.
- EPCIC 11 (WHP): Installation of Wellhead Platforms (WHPs), jackets, and topsides.
- EPCIC 12 (RP): Installation of a Riser Platform and interconnecting bridge.
- EPCIC 13 (CPP): Installation of a Central Process Platform and associated structures.
Location Requirements:
- Based in Doha with travel to vendor locations.
Activities:
- Ensure compliance with company values, policies, relevant laws, and regulations.
- Maintain confidentiality of information obtained during work.
- Review and approve EPCIC Contractors' procurement personnel and procedures.
- Monitor and ensure timely issuance of necessary deliverables to subcontracts/POs.
- Coordinate RFQ preparation, technical bid evaluation, and procurement planning.
- Work with engineering, QAQC, and other disciplines on vendor pre-qualification and audits.
- Oversee and expedite timely delivery of materials and vendor documentation.
- Attend project progress reviews, identify procurement risks, and advise on mitigation strategies.
- Evaluate vendor performance and manage spare parts procurement.
- Promote a "no change policy" to meet budget and schedule constraints without impairing quality and safety.
Qualifications & Experience:
- Bachelor's degree in any engineering discipline.
- Extensive experience in oil & gas projects, with demonstrated experience in monitoring EPC Contractors' procurement activities.
- Available for technical missions worldwide.
- Fluent in English
- Proficient in computer applications.
- Strong leadership, communication, and analytical skills.
- Ability to work in a complex and multicultural environment.
