A leading tier 1 main contractor has an urgent opening for a Corporate HSE Director with experience across the building, infrastructure and Oil & Gas sectors to be based in their European office but look after their portfolio of projects across the Middle East.

Education and Experience:

  • Bachelors Degree in Engineering or in HSE-related field
  • Min 20-25 years of Total diversified HSE Experience including corporate and projects:
  • Must have at least 10 years experience with Middle East Projects.
  • NEBOSH IGC or equivalent (must)
  • NEBOSH International Diploma in Occupational Safety & Health (Level 6)/ # CSS/BSC I-Dip or equivelent
  • CSP (certified Safety Professional) (preferred)
  • Certified Incident Investigator (USA OSHA / or UK/BS Standard)
  • Certified Lead Auditor
  • OSHA OTI 510 30 Hours
  • OSHA OTI 511 30 Hours
  • OSHA 30 Hours (# 600273799)
  • OSHA HAZWOPER
  • Excellent fluent English Language: Speaking & Writing (prefer Native-English Speaker)
  • Excellent English Technical-Writing Skills (capable to write their own reports)
  • Excellent Microsoft Office/Excel, Word & Power Point
  • Excellent Communication Skills & Presentation
  • Willing to travel and visit projects frequently including remote locations
  • Excellent Team-Work skills

Roles and Responsibilities:

  • Set clear HSE Targets & Goals, measurable Objectives and Strategic plans and solutions to improve the overall Safety-Performance throughout the Organization.
  • Overlook and Lead the HSE Corporate Department in all stages of Tendering and Estimation Process; attend Clarification and kickoff-meetings with clients, prepare presentations to present the Company HSE Management System, clarify HSE issues, and respond to client inquiries and questionnaires.
  • Represent the Company HSE Corporate in front of Stakeholders, Clients and Authorities,
  • Identify Strategic HSE Issues and Challenges within the Company and propose solutions.
  • Chair the company's Safety leadership committee and meetings.
  • Reports to the CEO and the Executive Committee on all matters related to HSE statistics including periodic and ad hoc reports/notifications.
  • Participate and represent the Company during the Certification-Audits to preserve and validate the Company's Certification of ISO 14001 and ISO 45001.
  • Review HSE Plans & Procedures on regular basis and revise /update on need basis.
  • Interface with Project Managements to ensure that the relevance & importance of HSE Management System requirements are fully understood. Monitor and Coordinate with the Projects regularly to ensure proper implementation and compliance with the required HSE Procedures and Policies.
  • Keep Subordinates and all team members updated of the changes in the Company's policies and strategies, and ensure that all requests and new objectives of Stakeholders and Executive management are well- incorporated in our HSE Management System and daily operations.
  • Review and analyze the results and the feedback of the Training-Programs for the purpose of Continual Improvement.
  • Lead the continuous improvement process by reviewing and studying the outcomes of Audits, Incident Investigations and CER s based on which solutions and new initiatives are to be adopted or developed to ensure Continual Improvement of the Company HSE Management System and performance.
  • Ability to conduct Corporate HSE audits to examine and evaluate the Safety Performance, and to ensure that effective HSE Management System is in place and all requirements of the HSE Group, Clients and local Legal Regulations are fully implemented at the projects.
  • Ability to conduct Incident Investigations; implementing internationally-recognized Investigation Techniques such as TapRooT®, Fault Tree Analysis (FTA) or Cause Tree Analysis (CTA) in order to identify the Root Causes of incidents and recommend Corrective Actions to prevent reoccurrence of potential and similar incidents
  • Set up Standard-Criteria based on which Subcontractors are initially selected. Evaluate and assess Subcontractors based on their HSE Statistics, Incident Records and history of Safety-Performance. Develop Mechanisms and Policies through which subcontractors are effectively monitored, supervised and fully integrated into the Company's HSE Management System in order to ensure full compliance by the subcontractors with all HSE Local Regulations, Company's HSE Procedures and Client Requirements.
  • Review and act upon complaints and comments received from workers, construction site supervisors, safety officers, project managements, public, legal authorities and all interested parties.
  • During mobilization and at the earliest stages of new projects, attend site and liaise with the Senior Project Management to set up the Project HSE Department & HSE Team, introduce the Project Management to all requirements of the HSE Management System, explain to all parties their Roles & Responsibilities toward safety[1]implementation, and ensure adequate resources are provided such as HSE Staff, Training Facilities, Communication Procedure and Document Control.
  • Lead and supervise the HSE Training Program; identify Training Needs and accordingly design effective HSE[1]Training Program and HSE Courses. The Training Needs are identified through Studies and analysis of the Findings of HSE Audits, Incident-Investigations, feedback from client and stakeholders and daily follow-ups with Projects.
