The valued client, a large Oil & Gas midstream company are seeking a Project Engineer to join their Toronto, ON team on a long-term contract basis.

 

About the role:

Reporting to the Manager of Project Development, the successful candidate will be part of a multi-disciplinary team and responsible for the initiation, proposal, definition, transition to implementation and ultimate completion of capital projects for the Power and Storage Project Development Team. Project performance will be measured on the ability to deliver projects on schedule, within budget and in compliance with company’s project management procedures. The successful candidate will be a key contributor to the management of capital project development to achieve performance, reliability, and development of power projects.

The Project Engineer is an individual contributor who will work closely with other groups and leads from Technical/Environmental, Commercial and Capital, and External Relations workstreams and other internal/external stakeholders to plan, organize and develop complex power projects that align with business strategy.

The Project Engineer will provide strong technical, project management, organizational, and communication skills and will develop the knowledge of the systems, processes and tools required to plan develop power projects.


Responsibilities:

Specific responsibilities include, but are not limited to:
- Lead the planning and definition of a high value pumped storage project, with the support of tier 1 engineering and project management consulting companies through the Front-End Engineering Design stages
- Contribute to investment valuations, cost estimates, decision summaries, risk analyses and conceptual plans, and preliminary and detailed design work.
- Coordinate with other workstreams to develop and execute project scope, budget, execution plan, schedule, resource requirements, permit applications, commissioning plan, pre-start safety review, documentation, drawing modifications, close-out of punch list items, and training where appropriate.
- Contribute to and manage project execution plans to encompass schedules, budgets, resource requirements, permits and regulatory requirements.
- Coordinate or direct the work of external consultants and contractors.
- Provide project management services in support of the  project management team.
- Make independent decisions and communicate recommendations to management and other affected parties in a way that fosters consensus and facilitates efficient outcomes.
- Must have unrestricted ability to travel within Ontario to the project site and periodically as needed within North America and worldwide to supplier, contractor and engineering offices. Overnight travel is not currently anticipated to be greater than 15-25% of the time.

Qualifications:

- Excellent oral and written communication skills including the ability to provide and present timely and relevant feedback/reporting to various stakeholders. Candidate will be asked to submit a technical writing or a presentation sample;
- Innovative, self-motivated, professional, and able to work without being under direct supervision and contribute in a fast-paced, multi-discipline team environment;
- Proficient in reading and understanding various civil, mechanical, and electrical discipline documents including electrical one-line diagrams, electrical and mechanical static and transient studies, general arrangements, mechanical and civil drawings;
- Ability to work independently to organize, plan, coordinate, and manage multiple projects/tasks simultaneously including providing field support;
- Demonstrated familiarity with project management principles and practices;
- Ability to influence others by exercising judgement without formal authority and have demonstrated skills in coordinating both technical and non-technical inputs from various team members to meet objectives;
- Demonstrated proficiency in the use of PC-based computer systems and software applications with an emphasis on Microsoft Office/Project, and GIS/CADD systems including Google Earth Professional, ArcGIS, or AutoCADD and others.

- Must have strong analytical and problem-solving skills;
- Must have good judgment and decision-making abilities;

Education/Experience:

Required
- University degree in Engineering, and P. Eng. license with Professional Engineers of Ontario or an equivalent governing body in Canada;
- Minimum 6-8 years of progressive relevant planning, field, and front-end and detailed design experience in power generation and transmission, and/or hydroelectric/storage projects (i.e. development, planning, permit applications or installation, commissioning, operation, and maintenance).

Preferred
- Recognized certificate or diploma in Project Management, or the demonstrated equivalent experience with the ability to obtain.
- Prior Project Management and Project Controls experience, including understanding of WBS setup and allocation, earned value and actual value tracking, and SAP or equivalent experience.
- Prior experience in front-end or detailed engineering design utilizing document information management systems and issues and commitments tracking systems.
- Understanding 3D water flow modelling and the use of engineering principles to avoid, minimize and mitigate environmental impacts in natural water environments; or, contribution to the development of environmental impact studies and reports, especially in hydroelectric projects would be considered an asset.
