Contract: RA Onshore External Interface Coordinator / Atyrau

Location: Atyrau 5/2

Job Description
•    Coordinate Regulatory Affairs with Local and Territorial Regulatory Authorities during the design and expertizing works to reach maximum compliance of Project activities with RoK Regulatory requirements.
•    Preparation the document package to get the authorized agencies’ permits (Civil Aviation Committee, Atyrau Oblast Industrial Safety Department, State Expertize and Complex Expertize Agencies, State Architectural Department (GASK), other Atyrau and Zhyloi district state agencies) for project's facilities.
•    Timely notification of GASK in case of changes in the Talon on Construction Commencement.
•    To participate and act as a representative of the Regulatory Affairs department in meetings and discussions concerning the work with RoK Authorities.
•    Preparation of applications packages for Talon (Permits to Construct) as well as submission of applications and obtaining of Permits to Construct (Talon on Construction Commencement).
•    Provide support while collecting the initial engineering data for the TPD/Detailed Design under development for the need of Projects.
•    Coordinate design issues with Project Management team and 3rd party design and expertizing companies. 
•    Support Project design and engineering team in case of essential design change and facilitate the process of TPD amendment.
•    Cooperation with RA Groups and monitor overall permitting issues with regards to design approvals.
•    Execution of the RA process main facilities, working with design contractors to ensure all permits and approvals are timely obtained and in compliance with RoK requirements.
•    Give support to the project teams, BP’s developing the design documentation and contractors providing the expert review services.
•    Maintaining tools for RA tracking and reporting process under this scope, including RA registers, matrices. 
•    Development of RA procedures, presentations, action plans (Permitting Plans) relating to the regulatory support and work processes.
•    Advise RA and Project Management on appropriate strategies for complying with RoK Regulatory requirements on construction site.
•    Monitoring the changes in RoK Legislation and advising the project about regulatory requirements to be incorporated into plans & strategies.
•    Provides input to weekly and monthly meetings and reports as required.
•    Ensure compliance with project and design documentation standards developed, technical conditions and other normative documents related to designing and construction as well as design tasks.
•    Arrange for meetings with designers, contractors, clients, and other organizations within the limits of design documentation execution.
Profile:
•    Higher professional (technical/legal) education.
•    Advanced user of Microsoft Office (Excel, Word, Power Point etc).
•    Knowledge of all relevant discipline RoK codes and standards on construction of oil and gas facilities.
•    Knowledge of technological processes of oil refineries and petrochemical plants.
•    To be able to communicate with strong verbal and written skills.
•    Able to work as an interactive member of a multi-cultural team.
•    Knowledge of company's procedures and standards.
