The client is a privately owned and growing Project Developer serving a diverse portfolio of clients across Oil, Gas, Energy, and Telecommunications, has a permanent opportunity for a Technical Operations Manager to be based out of Miami, FL or Houston, TX area.
Job Summary
The Technical Operations Manager, will oversee projects and operations for a new Business Unit for the company, Horizontal Directional Drilling (HDD). The Technical Operations Manager manages the relationship with both the client and project team in the field. He/ She will gain a comprehensive understanding of the business processes and familiarize themselves with the technical details of the industry. He/ She will be the front line for building and strengthening existing customer relationships and executing successful projects which are vital to bridging the gap and following the work into the field. This individual will be active not only in strategic and operational planning for the future growth of the business, but also in the immediate tactical issues of business administration, planning, production of services, customer service excellence, and operational profit.

Key Responsibilities
- General management of HDD Business Unit projects and operations
- Implementation of policy and procedures for new BU
- Work with Sales/ Business Development to support bids and proposals to generate new work
- Organize BU and act as MOC to transform BU to profitable sector of the business
- P&L oversight of annual projected revenues of 7 to 10 million USD
- Manages the Project Team consisting of Project Managers/Engineers, Cost Analysts, Quality Control Technicians, Superintendents and General Foremen.
- Project procurement of equipment and materials
- On-site management of projects
- Develop work procedures and oversee Quality Control programs
- Oversee safety program
- Oversee third party contracts and vendors
- Project estimating, cost control, and overall management of project budget
- Project reporting
- Customer relations and client interface
- Planning and scheduling internal and external project kickoff meetings
- Oversee payroll
- Bachelors’ Degree in Engineering or Construction preferred
- 10+ years’ industry project and operations management experience can be considered in lieu of a degree
- Minimum of 5 years’ industry experience within Horizontal Directional Drilling (HDD) is a must
- Experience managing domestic CAPEX projects in the U.S., ranging from $50 – 200MM
- 2 years’ experience with Telecommunication and Fiber Optics experience desired
- Prior development and experience in similar leadership positions
- Start-up experience highly desired
- Quality Control and Health and Safety knowledge, such as ISO-9001 and ISO 14001 a plus
- Ability to effectively communicate with multiple levels of responsibility with the organization, customers, and partners
- Proficient in Microsoft Office applications
- Must demonstrate effective verbal and written communications to a diverse workforce
- Must demonstrate knowledge of the industry with willingness to learn and adapt to changes in the industry or business needs
- Self-starter with ability to work without hands-on supervision
- Ability to travel up to 40% of the time
