Travel: To offices and field sites in Canada (40% as required)

The client is currently seeking a Field Quality Specialist for an 8-month contract in Prince George/Fort St John, BC.

The Field Quality Specialist reports to the Dig Program Supervisor and works alongside the Project Cost Analyst, Field Construction Analyst, and Quality Assurance team. A key component of this role will be to review written reports with analyses, and briefing notes for completeness and compliance with operational standards. As time permits, this position will also conduct work site inspections and provide technical assistance to other staff. This position is to lead all facets of investigations relating to Quality incidents and assessment of the Dig Program processes, procedures and work practices. The incumbent will serve as the investigation and assessment specialist and provide direction in the collection of all information, and assist in analysis of incidents.

Key Accountabilities:
  • Performs general administrative and recordkeeping functions to ensure project specific quality management information is readily available including the completion of required quality documentation
  • Ensure the proper evaluation, development and execution of the Dig Program implementation by following processes and procedures.
  • Ensures contractor compliance with Inspection Plans, construction drawings and procedures, and other quality documents applicable to the work being performed. Ensure all field records are compiled all required turnover packages are completed
  • Reviewing the project plans and specifications and submit required QA/QC documents including site specific QA/QC plan, input to method statements, Inspection and Test plans, etc
  • Be main point of contact for all QA/QC related items and interface with stakeholders and contractors as required
  • Develop and maintain expert knowledge on both internal and external policies, procedures, codes, standards and legislation
  • Analyze, develop and recommend preventative/corrective actions. Monitor to ensure the appropriate action items are completed for close-out
  • Develop and implement technical solutions to ensure work processes are at par with industry best standards. Convey technical solutions in a manner that other stakeholders are able to understand and operationalize
  • Collect, analyze and evaluate dig program history in order to develop improvement opportunities for future integrity program execution performance.
  • Identify and analyze trends in Quality Investigations and make training and other recommendations to address performance deficiencies and opportunities for continuous improvement
  • Provide services for the monitoring and reporting of Quality related incidents to Enbridge’s dig program management team and stakeholders.
  • Responsible for compiling, analyzing and distributing statistics related to assigned areas of accountability that are required for regularly scheduled status reports, executive briefings and special requests related to quality services metrics
  • Assist and cooperate with the Health and Safety, and Environment Team to ensure regulations relating to health, safety and the environment are adhered to

Must Have Qualifications:
  • Professional certification in PMP, Quality Management or equivalent is an asset
  • Minimum 10 years’ experience in a Quality management role, at offices and at construction sites.
  • Thorough knowledge of Engineering, Supply Chain, Fabrication and Construction Quality processes as part of project execution.
  • Thorough understanding of Quality Assurance, Quality Control, Quality Planning and Total Quality Management
  • Experience with Process Safety Management
  • Excellent working knowledge of applicable Canadian codes and standards (such as the Z-662)
  • Excellent working knowledge of applicable legislation
  • Advanced knowledge of related office software and/or office communications technology
  • Ability to rapidly acquire working knowledge of company databases, company structure and standard operating procedures and/or office communications technology
  • Strong facilitation, communication, analytical skills and ability to establish good working relationships
  • Demonstrated commitment to continued education and learning
  • Ability and willingness to travel
