Purpose of role:

Actively participate in efforts to monitor, investigate, and assess real and apparent gains(losses) associated with the purchase and sale of hydrocarbons.


  • (DuPont schedule)

  • 12 Hour Shifts / 42 hour work week 
  • Invoicing for payment must include attended or confirmed nominations by worked shift
Responsibilities:
  • Verify the cargo quantities on board the vessel before and after cargo operations,
  • Verify the cargo quantities at the terminal or, where appropriate, transshipment vessel before and after cargo operations,
  • Take steps to eliminate potential sources of measurement error including, where appropriate, verification of line content,
  • Where the attended vessel is to discharge cargo, taking full account of the properties of the cargo, environmental and other factors pertaining, check vessel's discharge, ballast and Crude Oil Washing Plans, where applicable, and advise ship's staff on any adjustments required to maximize vessel outturn.
  • Monitor cargo operations at critical stages to ensure efficient transfer of cargo, including where applicable, crude oil washing and draining of tanks and lines.
  • Evaluate the performance of any attending Independent Surveyors and ensure that the correct survey procedures are carried out.
  • Ensure that correct calculation methodology is utilized to determine B/L or outturn figures, as appropriate,
  • Ensure that correct sampling methods and, where applicable, laboratory test procedures, are utilized,
  • Collect data for cargo claims purposes,
  • Collect data for demurrage claims purposes,
  • Ensure that onboard operations are conducted in accordance with standard procedures and with due regard to safety
  • Ensures that API guidelines and the Company's hydrocarbon measurement procedures are followed with full documentation of events
  • Encourages uniform petroleum cargo measurement and inspection practices
  • Encourages a favorable perception of the Company's commitment to environment, general public welfare, and profit control
  • Communicates with vessel officers and shore representatives to maximize effective loss control activities
  • Provide a written job summary that verifies and confirms volumes with independent inspectors
  • May be required to perform physical measurement and sampling of marine vessels, railcars, trucks, storage tanks and other containers
  • Reinforces the Company's "Life Saving Rules" to all employees and strive to set the example for the Loss Control Group
  • Identifies issues that expose the clients to additional costs, and based on this exposure, assumes the authority to take steps to mitigate the exposure. These steps may include anything up and to suspending cargo operations
  • Minimizes losses that may result from errors or inconsistencies in measurement, sampling, or testing of petroleum products by proactive attendance of custody movements for compliance to our clients Hydrocarbon Measurement Standards
  •  the immediate suspension of any operation that Contractor deems unsafe or which poses a risk to life, terminal, vessel or the environment.
  • As our clients representative, issue Letters of Protest to ship or terminal in respect of any circumstance that has potential to detrimentally impact our clients commercial interests.
  • Supervision on board vessel for load/discharge or STS operations
  • Providing a field presence to improve communications and coordinating and promoting our clients interests and the mutual understanding of the prevailing situation between participating parties
  • Mitigating loss exposure relating to the quantities reported by the vessel, the shore and the actual quantities found on board and/or on the shore
Basic Qualifications:
  • High School diploma or GED Required; Bachelor’s degree in business, Science, Engineering, Transport/Logistics or other Technical area preferred
  • A minimum of 7 years of experience working with oil movements, terminal, and/or marine operations with a preferred
  • 5 years direct experience in measurement reconciliation through loss control/expeditor and/or marine/terminal related experience required
  • 2 Years of supervisory or coordination experience
  • TWIC required, dependent upon assigned work location
  • Must be able to physically perform sampling and gauging in accordance with API approved methods with approved equipment
  • Willing and able to work long hours, to be on-call 24 hours-a-day, 7 days-a-week, and on weekends and holidays if needed
  • Ability to travel extensively to foreign countries and within the U.S.
  • This position may require transportation to and from the jobsite by helicopter, plane, marine vessel, and/or automobile
  • Working knowledge of applicable API MPMS and ASTM standards
  • Knowledge and understanding of petroleum characteristics when transferring or transporting petroleum to and from marine vessels or through pipelines
  • Knowledge of laboratory testing and associated methods
  • Knowledge and understanding of loading, discharging, stripping operations and cleaning methods of marine vessels
  • Thorough understanding and knowledge of marine and shore operations, marine terminology, marine law, and refinery operations with direct field experience
  • Ability to work both independently and across functions
