Pipeline Construction Engineer

Purpose
The Pipeline Construction Engineer will report to the Project Manager (PM) and will be responsible for supporting the end-to-end design, execution, delivery, and integration of the three new onshore pipelines and will be responsible for supporting the Project Management Team (PMT) with the civil & pipeline interfaces segments of a brownfield scope for project. This role will assume responsibility for EPCI contractor management, detailed engineering design, construction management and construction engineering support (including mitigating risks and cost escalation with the EPCI, logistics, commissioning, and startup of the Onshore pipelines.

The role will provide daily support to the Onshore Team to ensure that the credibility of project scope and their delivery, , are maintained and that expectations regarding performance in safety, cost/competitiveness, schedule, quality, assurances, interfaces, and stakeholder management are delivered upon.
 
  • Goal Zero / Successful delivery and schedule attainment of the Onshore scope through detailed engineering, procurement, fabrication/construction, logistics, integrated commissioning, up to and including Project RFSU, Statement of Fitness sign-off, ultimately leading to a successful start-up and handover of the asset.
  • Deliver assigned project scope within clearly defined expectations of safety, schedule, milestones and in accordance with agreed deliverables. Must ensure schedule certainty and competitive delivery cost with minimal offshore construction & commissioning.
  • Collaborate directly with EPCI contract team for all aspects of assigned scope.
  • Ensure appropriate assurance and compliance to PMF controls, delivering the required documents that demonstrate the intent of all applicable PMF Control Points are met.
  Accountabilities
The initial accountabilities of the Project Pipeline Construction Engineer will include, but not be limited to:
 
  • Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement with commitment to goal zero and no defect.
  • Safe delivery and handover of the Project the Asset, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Asset and key Stakeholders (internally and externally).
 
  • Work with the extended Project Management Team (PMT) to coordinate and supervise the onshore pipeline and civil/pipeline segments scope to ensure the technical objectives are met within the approved scope, budget, and schedule. Inclusive of providing technical assurance to engineer and execution deliverables.
  • Supervise, oversee, and coordinate regular and timely technical reviews of Engineering deliverables developed by the EPCI Contractor, ensuring design optimization in compliance with relevant codes, standards, and best practices.
  • Co-ordinate and interface with other Technical Departments, Business Units, Operations, and Maintenance functions to resolve technical issues and ensure quality Engineering execution and integrity.
  • Identifying, evaluating, and resolving engineering issues with special emphasis on managing pipeline technical queries
  • Review and approve the following EPCI Contractor’s deliverables:
    • Equipment design and development.
    • System design, including concept sketches and layouts.
    • Testing of materials. Specifications and design calculations.
    • Designs, drawings, and data by other Contractors’ or by Vendors.
    • Engineering studies and reports.
    • Material Requisitions for equipment & materials
    • Material quantity estimates
    • Construction Work Packages
    • Risk Assessments
  • Attend Project technical sessions by the EPCI Contractor such as: Design Review Meetings, 3D Model Review Meeting, Constructability, SIL, EIA, HAZOP and HAZID etc.
  • Ensure quality and accuracy of EPCI Contractor’s Engineering design activities, system integration, and design
selection with emphasis on the pipeline scope.
  • Coordinate other discipline Engineer’s participation in layout reviews, design reviews, and technical workshops.
  • Collaborate on project issues across functional boundaries (OR&A, CSU, HSSE, Logistics, Engineering, Construction etc).
  • Provide onsite execution support- in Trinidad to the Client’s PMT during construction.
  • Role requires a highly developed HSSE and quality mindset, with a sound understanding of utilizing cost control, scheduling, risk management and transparent communication.
  • Support PMT in managing project assurance (PCAP, PMF, MoC, etc)
  • Support with respect to managing the interfaces between the EPCI and project portfolio construction (C) contractor.
  • Support/Assurance for civil / excavation works
  Dimensions  
  • This role will have no direct reports and will be expected to influence at all levels and across all scopes of the project.
  • The role will report directly to the Onshore Project Manager and will support the Integrated Onshore PMT based on the project’s exigencies in support of all aspects on the Onshore scope
 
  • Integrative and end to end thinking for this project are critical for safe and successful delivery and will require significant collaboration and excellent communication skills.
  • This role is based in Houston but will require significant travel to CLIENT, and frequent travel to the EPCI (s) locations. There is a likely requirement that the candidate will need to relocate on a short-term basis to the CLIENT’s office.
  Requirements Experience:
  • A degree in mechanical engineering, civil/structure engineering, or a related discipline is required. Knowledge and applied background in onshore pipeline and brownfield facilities projects.
  • The position requires a candidate with both proven project management and discipline engineering experience in onshore/offshore/upstream project delivery, preferably through multiple project phases.
  • 10-15 years offshore/onshore engineering and project leadership experience. Preferred SPA1 level/Pipeline TA2 with strong track record of project delivery in locations with complex stakeholder & NTR environments.
  • Must have strong understanding of all project scopes and interfaces (Jacket, Topsides, SURF and Onshore) and significant Brownfield project experience.
  • Strong in communications, consensus building across a diverse team, interpersonal and stakeholder
engagement skills to develop trust and credibility among varied interfaces.
  • Experience in integrated commissioning and start-up planning and execution is an advantage.
  • Similar experience in integration roles with major EPCI Contractors is an advantage.
