The Process Safety Engineer will lead a team of technical writers (typically senior operators) in a collaborative effort to develop and maintain PSM and DOT compliant operating procedures and training materials. This position will be responsible for ensuring that the procedures are technically accurate, comply with PSM requirements, are easy to use, meet our formatting standards, and completed on schedule. This will require close collaboration with Operations, Engineering, Automation, Project Teams, and other stakeholders. This position will be based in Anchorage Alaska.
 
Responsibilities
 
  • Identify, plan, and prioritize the development and maintenance of operating procedures.
  • Collaborate on the development of team goals and objectives.
  • Track, manage and communicate progress to stakeholders.
  • Coordinate the overall effort to meet business objectives.
  • Develop and maintain (as process owner) procedures and guidelines related to operating procedure document development.
  • Consult with the PSM Technical Authority and Process Safety Technical Authority as necessary to maintain program alignment with CPAI Standards and Specifications.
  • Promote consistent application of document templates and consistent document structure across procedures. Provide guidance to the technical writers as needed.
  • Consult with the DOT Compliance Specialists as needed for operating procedure documentation guidance.
  • Consult with the Facility Engineer and or PHA/Process Engineer to resolve any discrepancies between PHA info and operating procedures. Consult as necessary on the progress of approved PPR findings.
  • Attend shutdown/ new equipment meetings as needed to gain early recognition of procedure update needs/ opportunities.
  • Provide guidance on operating procedure menu page map layouts.
  • Provide guidance on Certification Test question development and application as needed.
  • Assist the Alarm Management Coordinator during the alarm rationalization process as necessary.
  • Review the Executive Summary for the PHA Revalidation reports when issued to determine if there are changes that will impact operating procedures.
  • Coordinate with the Alarm Management Coordinator to perform the annual audit for PHA Required Alarms and Operator Responses.
  • Review and update information in the Consequence of Deviation document. Verify info aligns with the P&ID cause & effect tables. Validate with information from the PHA database as needed.
  • Review and update technical information for the Startup after OSD document. Especially the OSD interlock logic information from the P&ID Cause & Effect Tables.
  • Review and update the technical information for the Engineering Specifications section of the Equipment Description document. Extract information from SAP, equipment datasheets, and P&IDs as needed. Resolve discrepancies with the Facility Engineer, Discipline Engineer, or Maintenance Tech as needed.
  • Review and update the ESD and Blowdown effects section for the Emergency Shutdown document.
 
 
Required Qualifications
 
  • Minimum 1 years of experience with process safety • Personal commitment to safety • Ability and willingness to travel to Kuparuk or Alpine for overnight field site visits
 
Preferred Qualifications
  • Degree in Chemical or Process Engineering Ability to work independently and on a multi-disciplinary team • Previous participation in or leading of Hazops/risk reviews • Experience developing SOLs • Experience with SkillsNow software • Strong understanding of PSM Management of Change processes • Strong communication, interpersonal, teamwork and problem-solving skills

Process Hazard Analysis and Alarm Management Coordination:
  • Coordinate with the NSK Alarm Management Coordinator to perform the annual audit for PHA Required Alarms and Operator Responses:
o Ensure the Safety Critical PHA Alarms and Operator Responses listed in the current version ALPHARAT database matches the current listing of PHA designated alarms in AMDB. Ensure the PHA Alarms and Operator Responses are correctly captured in the SkillsNOW documents.
o The SkillsNOW TA is responsible for keeping the SkillsNOW PHA Alarm Summary document up-to-date. Applies to docs for CPF1, CPF2, CPF3 and STP. No summary for Drillsites.
o A spreadsheet exists that is managed by the SkillsNOW TA and is a helpful resource for the audit process.
  • Consult with the respective Facility Engineer and or PHA/Process Engineer to resolve any discrepancies between PHA info and SkillsNOW documents. Consult as necessary on the progress of approved PPR findings.
  • Assist the NSK Alarm Management Coordinator during the alarm rationalization process as necessary.
  • Review the Executive Summary for the PHA Revalidation reports when issued (facilities and drillsites).
o Determine if there are changes that will impact SkillsNOW documents (DOC and/or PPR Findings) o Pay special attention to the noted changes to the Safety Critical PHA Required Alarms and Operator Responses.
o Coordinate with the NSK Alarm Management Coordinator when recommended changes have been approved by the Superintendent to implement the changes in SkillsNOW and AMDB.
o Coordinate the development of a Change Log to notify the affected Operators.
 
Technical Review/Update - SkillsNOW Document Development and Peer Review of documents provided by the other Ops Compliance Specialists:
  • Review and update information in the Consequence of Deviation document. Verify info aligns with the P&ID Cause & Effect Tables. Validate with information from the PHA ALPHARAT database as needed. The SkillsNOW TA is typically the document owner.
  • Review and update technical information for the Startup after OSD document. Especially the OSD interlock logic information from the P&ID Cause & Effect Tables.
  • Review and update the technical information for the Engineering Specifications section of the Equipment Description document. Extract information from SAP, equipment datasheets, and P&IDs as needed. Resolve discrepancies with the Facility Engineer, Discipline Engineer, or Maintenance Tech as needed.
  • Review and update the ESD and Blowdown effects section for the Emergency Shutdown document.
 
SkillsNOW Technical Authority
  • Owner of multiple Fieldwide SkillsNOW documents such as Operating Procedure Guidance Document, Definitions and Philosophy of Safe Operating Limits, and SkillsNOW document templates, etc.
  • Consult with the PSM Engineer/Technical Authority (Erin Renfro) and Process/Technical Safety Technical Authority (Nichole Gifford) as necessary to keep SkillsNOW guidance/fieldwide documents aligned with CPAI Standards and Specifications relating to PSM, PHA, Process Safety, etc.
  • Promote consistent application of document templates and consistent application of documents between the facilities and drillsites as processed by the Ops Compliance Specialists. Provide guidance to the Ops Compliance Specialists as needed.
  • Provide guidance on development of Fieldwide level documents.
  • Provide guidance on SkillsNOW Menu page map layouts. The SkillsNOW TA developed the base existing page maps.
  • Provide guidance on Certification Test question development and application as needed.
  • Consult with the DOT Ops Compliance Specialists as needed for SkillsNOW documentation guidance. DOT Ops Compliance Specialists have asked for guidance regarding Consequence of Deviation and Safe Operating Limits on occasion.
  • Interface with the PSM Project Engineer position (Tim/Keith).
  • Use information from SPOTFIRE reports, Change Log Tracker, KMS MOCs, Capital Projects, and other resources to assist the SkillsNOW group and Supervisors in assessing workload management and prioritization.
 
Fieldwide Pigging
  • Maintain all existing SkillsNOW documentation (procedures and inclusive of the embedded EIPs, pigging information, and launcher/receiver schematics for embedded EIPs) associated with maintenance pigging for DS Production Oil, Wet Oil, low-pressure Seawater from STP to CPFs, and DS Water Injection pipelines.
  • Coordinate changes as provided by the DSM Leads, Ops Leads, or Engineers. Issue Change Logs as needed.
  • Coordinate with the AI Field Engineer who is responsible for the maintenance pigging program. May apply to pig change requests, changes to pigging frequency, etc. (NOTE: This is a recent position change to the AI Field Engineer as it was previously the position by Chris Dash/Tom Vuk. Jared Freeman informed me on 8/5 the responsibility was recently changed.) • Answer questions when asked by Ops, DSMs, Engineers.
  • Provide guidance for consistent application across the field and operating areas.
  • Document Owner of multiple pigging related documents such as Pigging Deviation Process, Pigging Effective Seal, Launcher/Receiver Closure Door Guideline/Procedure, etc. Keep docs up to date according to current field practices.
  • Administer the Pigging Technician Certification Test questions. Update test questions as necessary per change requests or as Pigging related documents change.
 
 
The following is a list of Skills that are useful for fulfilling the above, this is separate from the Skills necessary to fulfill the Ops Compliance Specialist role:
  • Process and engineering knowledge of Kuparuk CPFs and DSs.
  • Fundamental understanding of Process Safety Management and the key elements of Operating Procedures, Process Safety Information, and Management of Change.
  • Proficient with accessing Engineering drawings, design packages, and other Process Safety Information from FIND and SAP or Sharepoint sites as necessary.
  • Familiarity with Process Hazard Analysis and access/navigation within the ALPHARAT database.
  • Comfortable with communicating and working with Operations, Maintenance, Capital Projects, and Engineering (facility and discipline) staff personnel.
  • Proficient in working within SCADA/IP21 screens to understand process controls and other parameters. Ability to navigate within AMDB Viewer to access set points, alarm priority, and safety critical operator responses. Consult with Automation Engr/Techs and/or Instrument Techs as necessary.
  • Proficient in working within KMS for MOCs. Extract information as necessary to assist in the SkillsNOW group workload management and prioritization.
