REGULATORY AFFAIRS MANAGER - Pioneering Interconnector Project

The Interconnector project represents a monumental leap forward in the energy sector. As the first direct power link between Germany and Great Britain, it transcends borders and harnesses cutting-edge technology to unite these two powerhouse nations' energy grids. This venture promises to reshape the European energy landscape, promoting greater sustainability, efficiency, and reliability in power transmission.

THE ROLE

With major construction now well underway, our client is hiring a Regulatory Affairs Manager to support the project's delivery and to join a highly-motivated international team located in Germany and the UK. This is a unique opportunity to play your role in delivering a vital new energy link for Europe that will support the energy transition and contribute to an integrated European electricity market.

The role of the Regulatory Affairs Manager will be to develop and maintain strong relationships with public and regulatory stakeholders in Germany and the UK to ensure conformity with all applicable regulatory frameworks.

The Regulatory Affairs Manager is a central role that will directly advise the senior team, including the Chief Operating Officer, CEO, and Deputy CEO on all regulatory matters to be considered and measures to be taken.

KEY RESPONSIBILITIES

Project-wide responsibilities:

  • Organise regulatory monitoring within the organization and advise the COO, CEO, and Deputy CEO on any regulatory and market-related issues that might affect the Project or its long-term operation.
  • Monitor the evolution of EU/DE/UK electricity market regulations, energy policy, trading rules, TSO compliance obligations. Support the COO and CEO in how best to position the organization in the EU/DE/UK regulatory landscape.
  • Accomplish the Grid Operator Licence Road Map, all grid-related measures and advise the COO, Deputy CEO, and CEO on organizational measures to be implemented.
  • Monitor and provide input to the future EU-UK trading arrangements in cooperation with other GB-EU interconnectors and other UK/EU TSOs.
  • Maintain relationships with other equivalent functions within German and UK TSOs and interconnectors.
  • With support of the legal team, ensure compliance with the law and company's policies.
  • Represent the organization externally at meetings, public events, and forums as required.

Germany responsibilities:

  • Report on a daily basis to the COO and regularly to the CEO and the Deputy CEO for Germany.
  • Working jointly with the COO and Deputy CEO for Germany, manage the relationship with German regulatory authorities, in particular Bundesnetzagentur and the Land of Lower Saxony.
  • In cooperation with the legal team, obtain TSO certification from BNetzA in Germany.
  • Manage the preparation of all periodic reports expected by BNetzA and the connecting TSO to support cost recognition applications (quarterly reports, annual reports, etc.).
  • Support the preparation of the annual budget estimate for TenneT.

UK responsibilities:

  • Support the COO in building and maintaining relationships with GB regulatory authorities (including Ofgem and DESNZ).
  • Support the preparation and delivery of annual reports to Ofgem.

SKILLS AND ABILITIES

  • 5-10 years working experience, with proven experience with regulatory bodies (Germany essential, EU and/or UK advantageous).
  • Knowledge of electricity markets and trading, preferably with experience gained from a TSO, regulator, trader, or other market actor.
  • Strong organizational skills and ability to manage diverse workloads with competing demands and with minimal supervision.
  • Excellent communication and interpersonal skills, including excellent written and verbal communication skills in both German and English.
  • A strategic and analytical thinker, with experience of driving major change programs with a focus on performance improvement.
  • Bachelor's or Master's degree in political science, economics, law, or related technical fields.
  • A team player with the ability to share information and interact with colleagues from a range of different disciplines, including technical, legal, financial, etc.

LOCATION

  • The role will be located in Hamburg, Germany
  • Regular travel between Germany, Europe, and the UK will be required
