About the Role:
  • Qualified working level procurement and contractions position adept at managing pre-and-post-award activities for goods and services, including managing competition, purchase documents, requisition to pay administration, analysis, and reporting.
  • This position requires the highest level of professionalism, ethics, and integrity.
  • The Procurement & Contracts Advisor reports directly to the Manager, Engineering & Construction Procurement.
  • Receives direction and guidance as required.
Responsibilities
BU/SU Stakeholder Engagement
  • Proactively manage BU/SU stakeholder needs/demands.
  • Responds to requests and assignments in a manner that demonstrates responsiveness and initiative.
  • Regularly attend, actively participate in BU/SU meetings.
  • Ensure adoption of new processes and tools.
  • Troubleshoot/problem solve stakeholder issues and challenges.
  • Regularly solicits feedback on supplier performance; provides summaries to Category Management (CM) as applicable for CPM and/or SRM programs.
  • Lead SCM stakeholder in weekly EP progress meetings and metrics.
  • Work with Indigenous Engagement group on Opportunities for diversity spend.
Procurement Advisory, Sourcing, and Spend Management
  • Leverages technology to identify procurement trends, metrics, opportunities (SAC, SC Reporting, AO)
  • Advises BU/SU stakeholders on Procurement Channel, ad hoc procurement requests.
  • Selection of contract terms in accordance with the level of associated risk (GTAC vs. Master Agreement) ensuring terms are valid for the duration of the PO and selection of appropriate commercial terms (rates, model)
  • Participates in sourcing activities (RFx, SSJ)
  • Solicits feedback on whether contract deliverables have been met.
  • Identifies and executes value creation through suppliers/3P spend.
  • Supports and/or leads negotiations; may be required to participate on negotiation settlements on medium level complexity and value contracts.
  • Calculate, document, and report cost savings/cost avoidance activities. Execute and navigate procure-to-pay (P2P) processes independently, with limited supervision; complete understanding of work processes, some understanding of legal frameworks.
PO Lifecycle Management
  • Lead monthly/quarterly PO stewardship meetings with BU/SU stakeholders; review Open Commitments
  • Manage PO expediting process; proactively communicate changes with BU/SU, planners, etc.
  • Requisition approval to PO execution within SLA target; vacation coverage and work sharing in support of Operations Procurement department SLA.
  • PO Change Management and associated communication flow between BU/SU stakeholders and suppliers.
  • Regular processing VIM inbox to ensure on-time payment of invoices.
  • Actively Manage PO aging/closing in alignment with SLA targets/SC metrics.
Governance
  • Identifies and escalates non-compliances of procurement policies/standards with SCM leader to educate BU/SU stakeholders and change behaviors.
  • Ensure policy compliance, BU/SU alignment, and cost-effectiveness while executing procurement processes.
Problem Solving, Change Management, and Continuous Improvement
  • Supports/participates in change management initiatives.
  • Leverage existing SC metrics as a baseline to drive performance improvements and efficiencies.
  • Problem solving/solutioning of simple issues without assistance.
  • Solves complex problems by analyzing issues and initiates corrective action in consultation with Manager.
  • Obtains information from and coordinates the flow of information with other departments to resolve complex issues.
  • May work as part of a larger multi-disciplinary team to solve complex contract issues.
Capex Supplier Engagement/Management
  • Ensures suppliers proposed in Contracting and Procurement plan have active agreements, current pricing (if applicable) and are registered in Ariba. Initiate formation/renewal process in advance of required date.
  • Active management of Contract and Procurement plan (update RFP awards, additional activities, revise dates to reflect current status).
Supply Chain Collaboration
  • Daily interactions as applicable with Materials Management and Accounts Payable to support BU/SU stakeholder and supplier P2P efficiencies.
  • Early collaboration with Category Management to align and support roll out of CM initiatives in the BU.
  • Timely communication and feedback to CM team on supplier agreements related to performance and deliverables; stakeholder concerns.
