An Oil & Gas operations giant are looking to add a Concept Development Manager to work on their Oil Production facility in Basra, Iraq.
This role will be to join the client on a 28 day on 28 day off rotational basis. It offers a fantastic rate and contractor package as well as the opportunity to work on one the worlds premier onshore production facilities.
Role overview

The Concept Development Manager (CDM) is a pivotal role in the operations organization that reports to the Maintenance & Engineering Manager (M&EM). The principal accountability for the role is delivery of the Concept scopes for the Small and Major Projects in the Concept Development and Pre-Feed stages. Success in the role is dependent on a dynamic, rigorous and comprehensive management of stakeholder interfaces across Operations, Major Projects and Sub-surface organizations, and Joint Venture (JV) partners.
The expectation is that the CDM ensures business and technical alignment across the site organization, early in the design phase to ensure that safety is not compromised, value is optimised and risk reduced in future projects.
The CDM, managing a small yet high-impact team that incubates Rumaila’s future developments, will support the M&EM in modelling the site Leadership Expectations, Values & Behaviours and Mindsets necessary to deliver the best development concepts in support of business strategy and the priority of safe design and quality build.
Key Accountabilities
Bachelor’s degree in engineering discipline
Chartered and member of a professional body
Essential experience and job requirements
• Ability to develop others and foster diverse relationships in a multinational environment
• Ability to identify correct priorities of maintenance and engineering support activities
• Ability to speak Arabic would be beneficial but not essential
• Delivery of tier 1 and 2 decisions
Other Requirements
• Technical excellence and broad experience of continuous improvement delivery
• Deep understanding of safety, risk, analysis, interpretation, and evaluation.
• Able to prioritise work in a fast pace environment

Key Accountabilities
- Team leader for the Concept development team, leading and developing the team and establishing priorities, delivery of the concept and pre-feed projects.
- Lead the creation and implementation of concept work-plans including engineering support to ensure that projects are delivered safe and comply with the site low carbon capture and environmental aspirations.
- Help the M&EM with the assessment and evolution of the Concepts project portfolio to ensure that the “right projects” are in-place to meet the ERP expectations and business value needs and exerting a restorative influence in the organization where this is not the case.
- Performance management of an international Contractor in the development and delivery of engineering from Concept through pre-FEED
- Stakeholder management for timely and efficient delivery of Concepts/Optimize projects
- Ensure the correct deliverables are generated for the Stage Gate Reviews, then hold the stage gate reviews with the relevant stakeholders.
- Implementation of potential new / alternate technology applications for consideration within Concept designs
- Report project cost, schedule, safety metrics to the relevant stakeholders.
- Ensure that the projects delivery follows the site processes and procedures efficiently and effectively.
- Lead a deeply experienced technical team that is geographically dispersed from site whilst fostering an agile and collaborative working environment.
Bachelor’s degree in engineering discipline
Chartered and member of a professional body
Essential experience and job requirements
- Technically strong in a core engineering discipline (Mechanical, or Process). With extensive project or engineering management experience.
- Experienced in facilities design and teal leadership together with delivery of engineering and projects with third party engineering contractors.
- Deeply experienced in application of PCP and MPCP with excellence in understanding and interpretation of deliverables.
- Deeply experienced in both greenfield and brownfield engineering, operations, and integration of modifications across the full value chain of hydrocarbon and water production facilities.
- Experienced and adept in working across multi-function / discipline teams, excellent communication skills and ability to influence both up and down the organization.
- Experience in most of world environments is preferred.
