Contract: Senior Estimator / Azerbaijan

Role summary

Reporting to the Lead Cost Estimator, Azerbaijan, Georgia & Turkey (AGT), the cost estimator will provide cost estimating services focusing on, but not limited to, AGT projects. The cost estimator will produce project cost estimates and supporting information for all stages of projects and provide assurance that Cost Estimating process is being carried out in accordance with client's Cost Estimating Procedure and guidelines.

You will

• Demonstrate strong adherence to HSE standards by actively engaging client and contractors’ teams with actions that contribute to delivering on client’s HSE expectations • Help to review and implement the project cost estimating procedure. • Ensure compliance with financial, business and project processes.
• Demonstrate behaviours which promote a safe working environment.
• Establish and maintain strong working relationships with Project Controls Managers, project teams, Global Concept Development (GCD), stakeholders, partners, functional experts, and advisors.
• Responsible for preparation of all cost estimating deliverables including coordination and review of third-party cost estimates (EPCI, EPMS contractors etc.). Integrates Topsides, Onshore and Subsea cost estimates.
• Conducts reviews for self-verification with the project team, hold regular check-ins with Estimating Manager and Estimating Discipline Lead. Prepares cost benchmarking and cost analysis for benchmarking report.
• Prepare CAPEX cost estimates ranging from Order of Magnitude through to detailed Project Sanction Estimates
• Working with the global benchmarking team, compare cost estimates to internal and external metrics and benchmarks to demonstrate the cost competitiveness of the project.
• Define cost estimate norms including; engineering, construction and fabrication labour hours, productivities and wage rates
• Local Cost Benchmarking - Help maintain historical cost database and apply learning for improved project performance.
• Actively utilize the local cost database to measure project estimate performance.
• Be familiar with scope development best practice and fit-for-purpose parametric, conceptual material take-off (MTO), and detailed MTO estimating techniques.
• Support external and internal project assurance reviews including cost risk analysis using both deterministic and probabilistic (Monte Carlo/Safran) risk techniques
• Identify, analyze, and respond to project opportunities, risks, and uncertainties.
• Maintain compliance with client Published Guidelines and Common Processes as it relates to estimating and controls.
• Support project teams with stage-gate process and deliverables. Work with Project Team resources to complete all closeout requirements including lessons learned exercises

You will have

• Higher National Certificate/ Higher National Diploma (minimum)
• Desired: Degree in Science, Engineering or similar discipline (e.g. Quantity Surveying) Membership or Chartered Status of a recognised professional body
• Must be a self-starter that needs minimum support to operate on a daily basis. 
•  A proven delivery track record on projects.
•  Ability to work well in a team environment of mixed-experience, mixed-nationality cost engineers in the UK, Azerbaijan, Georgia, North Sea, North Africa & Middle East.
• Ability to maintain a strong performance culture within the projects team.
• Influencing and communication skills in English language.
• Excellent inter-personal skills and behaviours. 
•  Ability to produce and present to management high quality written reports and summary presentations.
• IT literacy, including experience of using MS Office applications, SAP and Backbone, Power BI
• Demonstrable track record of experience and accountabilities, relevant to the job description described herein, gained on similar offshore/onshore/subsea oil & gas projects:
• Solid estimating experience on oil & gas facilities 
• Solid estimating experience on delivering Offshore Topsides Modifications, Subsea (Structures, Pipelines, Cable & Umbilical), Onshore Projects 
• Solid experience interfacing and working together with owner and contractor project controls personnel
• Solid experience working with internationally based contractors
• Solid experience closely aligned with job responsibilities
