The client is an integrated energy company based in Alberta, Canada with a business portfolio that includes oil sands development and upgrading, offshore oil and gas production, petroleum refining, and product marketing. They have a permanent opportunity for a Project Estimator/Cost Analyst to be based out of their refinery in Commerce City, CO.


Job Summary

Our client is looking for an analytical self-starter with great interpersonal skills to provide cost estimates for construction and sustaining projects throughout the project lifecycle. This candidate will work on all levels of estimates. They will be proficient in all estimating disciplines, understand fabrication, module shop and site construction procedures and standards. They will be responsible for rolling up discipline estimates into main summary sheets, benchmarking with other projects and be proficient in presenting their scope of work. The Estimator must be experienced in both brown and greenfield projects and must understand the importance of scope definition, project cost execution, and must be able to identify and present key cost drivers for a project.

 

Responsibilities

  • Ensure that the estimates produced adhere to the estimating standards and procedures as outlined by the Commerce City Refinery (CCR) Procedures and those established in the Suncor Asset Development & Execution Model (ADEM) related to estimating.
  • Challenge project teams for alternatives to improve project performance and reduce project costs
  • The estimator will work closely with the other group members to ensure full cooperation between all disciplines.
  • Must be willing to work alongside engineering house estimators and extended estimating teams.
  • Support and participate in the development of a cohesive Project Team and support strong relationships with other groups such as the engineering contractor, construction, internal company groups, contract resources and other stakeholders related to the project
  • The estimator will report to the Project Controls Lead.
  • The estimator will assist the development of project estimates of all categories.
  • Be proficient in civil, structural, piping, equipment, electrical, I&C and EHT disciplines.
  • Understand all levels of estimates: Pre-Scoping, Scoping, stage 2 and FEED.
  • Work within the company’s CCR business unit to benchmark, labor productivity factors and Suncor/contractor indirect costs.
  • Must be able to work on estimates for new construction, sustaining projects and for field turnaround type projects.
  • Participate in / facilitate as assigned by Project Controls Lead all interactive estimate reviews related to the project estimates maintain active estimate log
  • Attend and Participate in all ADEM and Risk gate reviews as assigned.
  • Ensure accurate and timely estimates are delivered on the agreed upon dates
  • Exercises good judgement consistent with corporate and business unit goals.
  • Actions and decisions can have a significant influence on projects budget and timing.
  • Responsible for evaluating if a project has the appropriate data for requested class of estimate
  • Responsible for facilitating proper level of estimate reviews
  • Responsible for collaboration with Project Controls Lead and central estimating group for best practices, and review / approval of CCR basis in the estimating tool.
  • Responsible for developing and maintaining bases for CCR in the estimating tool. 
 

Requirements

  • Technical diploma or University degree
  • 5+ years’ related experience or appropriate combination of education and experience in preparing cost estimates and project controls for sustaining projects.
  • Functional knowledge in Aspen-tech In Plant Estimator estimating program will be an asset
  • Familiar with CBS and EVM
  • Ability to work with team members to produce estimating deliverables in a timely manner.
  • Good organizational and communication skills are a must
  • A self-starter, able to work with minimal supervision
  • Ability to provide personal and technical mentorship to junior staff members & extended teams
  • Must be able to work on multiple estimates simultaneously
  • Excellent computer skills (MS Word, MS Excel, MS PowerPoint)
