A leading oil and gas major client are looking for a Buyer for ICSS (Integrated Control & Safety Systems) purchasing segment.
Supporting the Global Category Manager, you will be monitoring purchases and framework contracts in the ICSS segment on a Cost of Ownership basis (investment + operational costs generated by the equipment during their life cycle), including all aspects of reducing CO2 emissions as well as supporting Systems businesses from the start of a project in their purchasing projects.
Other responsibilities will include:
Ensure market intelligence (suppliers, indices, technologies, etc.) in conjunction with the Cost Analysis and Market Intelligence department
Monitor, develop and complete the supplier panel with particular attention to risk management
Challenge prescribers in terms of needs and specifications in order to globalize, simplify, standardize, concentrate needs and expand or even renew the supplier panel
Propose any changes and improvements to standard contracts managed by the Legal Purchasing Department
Develop the segment purchasing strategy
Conduct all stages of the purchasing process in compliance with internal rules and procedures, in particular the ethics charter and code of conduct:
Pilot the drafting of pre-consultation and call for tenders files for central needs
Participate in the drafting of pre-consultation files and calls for tenders for local needs in support of local structures, in particular by disseminating good practices (standard documents) and price references (benchmarks)
Direct commercial and contractual negotiations with suppliers in accordance with procedures and operating rules in conjunction with the Legal Purchasing Department, assist local structures in this process
Manage the portfolio of central contracts, in particular ensuring that deadlines are met and activity monitoring
Assist operational staff in any commercial disputes with suppliers in relation to the Legal, Insurance and Finance Departments
Manage commercial complaints from subsidiaries vis-à-vis suppliers
Monitoring and improvement purchasing performance
Experience required:
Good interpersonal skills, sense of negotiation, taste for teamwork and cross-functional skills
Fluency in operational English
8 to 10 years in Purchasing and / or in maintenance / project management
Experience in EPC type contracts
Legal and contractual knowledge
