The market leading infrastructure recruitment specialist is seeking an experienced Toll Expert for a Highway project in West Africa.

Opportunity:

The client is a leading European consultancy firm who have a proven track record of delivering similar projects around the world. This world be a short term input either to work from home or in country starting as soon as possible.

Responsibilities on the project:

The expert shall review the reports of the studies of the preliminary design, the detailed design and the tender document for the toll systems proposed by the consultants:

• Assist and advise the client in choosing an efficient toll system and the measures to be taken for its implementation including (Vehicle categories, Payment methods, location of stations and / or barriers, Maintenance and operational control centres, Inter-station links via "optical fiber, satellite link, etc.", the supply of energy "electric, photovoltaic, generators ..");
• Examine the technical proposals (specifications and plans) of the three consultants concerning the toll system and ensure the homogenization of the toll for the whole of the motorway, taking into account the conditions of efficiency and best practices in this field;
• Evaluate the adequacy of the number of barriers / toll stations in relation to the projected traffic at all toll stations and match the inter-distances ensuring the profitability of the operation;
• Collaborate with the transport economist in examining the toll tariffs proposed by the three consultants in line with the economic levels of the countries crossed by the highway, the analysis of the leakage rate at commissioning, the behaviour of road users with regard to tolls, their ability and willingness to pay;
• Examine the plans and specifications of the toll control buildings at the barriers / stations and their suitability for the chosen system and propose the necessary improvements for their proper functioning
• Express an opinion on the financing study and the project financing strategy presented by the three consultants

Key requirements for the role:

• Masters in Electronic engineering, Computer engineering, Civil engineering, Industrial Engineering, Electrical engineering, Information and data processing or equivalent.
• Should have at least fifteen (15) years of experience in the field of roads/ highway tolling design and operations.
• He/she must have occupied a post of Toll Expert for at least two (2) feasibility/detailed engineering studies of roads and one (1) highway project during the past 10 years.
• He/she must have been involved in at least one (1) project Toll Expert in Africa.
• He/she must be fluent in either English or French with a working knowledge of the other language.

Salary Package:

The salary on offer shall be flexible but likely to be in the region of €7,000 to €9,000 per month.
