Contract: Senior Governance, Risk and Assurance Analyst / Oman

Looking for a Senior Governance, Risk and Assurance Analyst to work for a Major Operator company in Muscat, Oman. 

Purpose of the job: To independently carry out and coach others in activities relating to financial evaluation of contractors, development of financial controls frameworks, delegation of authorities, corporate risk, and assurance deliverables. Ensure implementation of related compliance assurance activities with an aim to provide effective and value added services to COMPANY.

Qualifications needed:

• Bachelors’ degree in a finance, commercial or IT disciplines such as Accounting, Economics, Information Systems, or related fields
• Minimum experience of 8 years in relevant fields (with strong understanding of financial controls, risk management, compliance, and assurance reviews)
• Excellent report writing and verbal communication skills; able to challenge and influence others, with a keen interest to coach and develop young teams, in the areas of expertise
• Strong ability to work independently, able to collaborate with cross functional teams; managing competing priorities and absorbing new information to address complex issues.

Responsibilities:

• Render business critical services to Contract Tendering process through “financial evaluation of bidders”. Maintain an up to date financial evaluation database, source and apply appropriate methodologies to undertaking financial evaluation of contractors’, and deliver related training/ knowledge transfer to the team, as required
• Proactively work with business and project teams to design and deploy fit-for-purpose financial controls frameworks through the conceptual application of COMPANY’s principled risk based approach, contracting strategy considerations, legislative or external/internal guidelines. Undertake reviews/ rationalisation of control frameworks as needed, to reflect the changes in business strategy, risks, and controls environment
• Advise on complex problems requiring expert knowledge to draw conclusions on the overall effectiveness of the system of financial controls and to derive learning from other assurance sources, facilitating adequate embedment of controls in business processes
• Support the design and development of overall governance framework through development and maintenance of risk & compliance policies, methodologies, procedures, and controls for various corporate initiatives including new business set ups, in line with the Finance Directorate mandate   
• Support the “Professional Career Path” in-house development program through the design and delivery of a range of competency based development initiatives. Work innovatively to commission appropriate training and interventions to improve staff development experience
• Drive the organization delegation of business authorities’ process to achieve a governed continuity of business operations and identify potential opportunities for efficiency without compromising controls
• Support the development and execution of risk-based Annual Compliance Assurance Plan and coach staff in providing assurance on compliance with Financial Controls and other governance frameworks such as In-Country Value and agreed-upon procedures
• Perform complex review/ analysis and prepare executive/ board level summary reports on risk and assurance related information collected from various data sources/processes (Business Control Incidents, Corporate Risk Management, Business Assurance Letter)
• Keep abreast of the leading practices for risk assurance and financial controls; propose adoption of best practices by bringing an external perspective.

• Resident based role in Muscat. 
• 5 days work per week.
• 12 months initial contract.
