Currently looking for a Process Safety Case Review Engineer to support a Global Consultancy deliver an exciting project on the Sellafield Nuclear site.

Key responsibilities and accountabilities

Engage with Plant personnel and review documentation to:

  1. Assess the current risk context of the facility and determine if any future planned changes would affect the risk context
  2. Define the plant boundaries and determine if any boundary changes have affected safety of the plant; does the plant impact on safety external to the plant?
  3. Evaluate the operating, maintenance, inspection and testing history to determine any trends that may threaten safety on plant
  4. Review the history of incidents/abnormal events and determine if there is a trend of near misses
    1. Compare what the plant does, what it was designed to do and what the safety case says it does. Assess what modifications have been done to the plant and ensure the Safety Case reflect the totality of these.
    2. Review how the plant conforms to modern codes, standards and good practices and consider the impact on plant safety
    3. Determine the validity of engineering schedule and assess the current condition of Systems, Structures or Components (SSCs) and the effect on safety.
    4. Assess the impact of changes to safety standards or safety methodology/assumptions that are relevant to the facility
    5. Evaluate the impact on safety of changes in the organisational structure and resourcing.
    6. Assess the adequacy of the arrangements and practices for leadership and management for safety.
    7. Report any aspects where there is an obvious improvement to safety, without doing detailed reviews
    8. Report any obvious known shortfalls that are not worth fixing and do not require further review; provide ALARP statements in support of these decisions.
    9. Consider cumulative effects resulting from changes e.g. in the organisational structure, resources, Plant Modification Proposals (PMPs), Safety Case changes, Human factors (HuF), training & workforce SQEP, inventory, age and degradation, radiological conditions, discharges, culture/management, events/Learning From Experience (LFE), technical underpinning, Safety Assessment methods, engineering methods knowledge, plant performance etc.
    10. Consider the degree of change (operational, technical and engineering) and the possibility of change on change
    11. Prepare summary reports, Notes for the Record, Hazard Management Diagrams and other graphical presentations
    12. Work with the Plant team to define and agreed POCO sequences that impact upon EDRs and the scale of any impact/interactions.

Educational Professional Qualifications Required

Personality:

Self- driven, results-oriented with a positive outlook, and a clear focus on high quality and accuracy. A natural forward planner who critically assesses own performance. Mature, credible, and comfortable in dealing with range of people from Senior Managers to Plant Operators. Reliable, tolerant, and determined, an empathic communicator, able to see things from the other person's point of view. Able to get on with others and be a team-player. A questioning and investigative attitude is desirable.

Specific Job Skills: Understands the principles of Safety Cases, Nuclear and General Engineering. Previous experience of Sellafield and the Long-Term Periodic Review process will be useful.

Computer skills: Must be adept in use of MS Office 2000 or later, particularly Excel and Word. The ability to use AutoCAD is essential and experience of Sellafield IT systems will be an advantage.

Literacy: Must be a competent writer of engineering based reports.

Communication Skills: Must be a good communicator using face-to-face discussion, telephone and email. The ability to listen is essential.

Preferential experience:

  • Good understanding of the Safety Case Review processes and requirements
  • Knowledge of the Safety Case Index
  • Previous LTPR experience

Additional Comments

The position is subject to the ability of the candidate to obtain as a minimum baseline personnel security standard clearance and obtain a Sellafield P4 pass.

Current possession of a P4 Sellafield pass and security Level

preferred, but may accept candidates with no clearance level (provided that as a minimum, they are British nationals) to be initially security cleared by SL Level.

Clearance up to SC Level may follow once the candidate is mobilised on the project.
