3. JOB PURPOSE:

Plans, directs and supervises the provision of Marine Operation Support Services for all OPCO / COMPANYS concession area. Includes planning, preparation and attendance as required for moving / positioning Self-elevating Jack-up Rigs & Barges. Provides MOTL with operational status of the Rig / Barge moves, Diving mooring vessel & tug availability in relation of the company’s Oil & Gas production, development and exploration activities. Ensures Service Level Agreements and KPI’s are achieved.

4. KEY ACCOUNTABILITIES:

Job Specific Accountabilities

· Directly communicates with Drilling & Maintenance Teams for regular updates of planned Rig / Barge move dates and updates Offshore Team to ensure all preparations are in place in good time.

· Focal point for coordination of Marine Offshore Operations related to Rig / Barge Moves (Diving / Mooring Vessels, Tugs and Rig Movers) within OPCO concession areas and supervises / controls contracted vessels activities engaged in field operations.

· Maintains document control and updating records related to Rig / Barge moves.

· Raises alert to Focal points when conflicting rig / barge moves occur in order to initiate Rig / Barge Move service level agreement and to decide move priority in order to minimize lost time, lost production and to not compromise safety.

· Communicates with ORM & OMS site conditions, mooring patterns and additional requirements.

· Execute the movements of contracted Jack-up Rigs & Barges (as required) within OPCO concession areas and preparation of necessary reports on such field moorings concerning contracted Jack-up movements.

· Liaises with contracting companies for Marine Vessels regarding vessels performance, planned / unscheduled maintenance, storing & on/off hire times. 

· Focal point for Marine Vessel Contracts and regularly reviews Vessel Requirements in line with monthly Drilling Bar chart.

· Reviews and initials invoices for all Marine Vessels to ensure all invoices are correct and cleared in good time.

· Ensures appropriate service procedures and the company’s marine standards in line with international standards and Company’s health and safety management policy and system.

· Reviews Company’s standards and procedures / regulations for marine operations / services such as moving / positioning Rigs and approves internal standards.

· Ensures minimum downtime due to Logistics for contracted Rig & Barges without compromising on safety.

· Participates in compliance audit of contracting service hardware and management systems, with monitoring and closing out of identified non-conformances.

· Investigates incidents and emergencies, initiates report on findings and recommendations to MOTL, ensure standard practices are rectified.

· Monitors, inspects, audits & advises on all loss control aspects related to Marine Operations. Coordinates controls and implements complex agreed plans and schemes related to marine activities. Promotes marine standards and procedures awareness to site personnel.

· Carries out marine inspection of Contracted Marine Vessels & Jack-up units against OPCO standard, and prepares necessary reports.

· Participates in Tender process, review of appendices against scope of work, Technical Evaluations and suitability inspections of proposed vessels, Jack-up Rigs &/or Barges as required.

· Assists in the training and development of UAE juniors and new hire personnel.

· Implements HSE policy by encouraging a safe HSE culture and submits GSM, BSA & HSE observations & support ERC Duties.

· Works within Marine division to execute Individual and Team performance contract for Logistics and Marine Division.

· Performs other related duties as may be required by MOTL, e.g. review/attend of risk assessment, dispensation meetings and any other duties as required.

· Works in line with HSE policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.

· Carries out inspection of Anchor Handling Tug Supply Vessels which are dedicated for Rig move, follow-up actions to ensure compliance with OPCO requirements, coordinates with Shipping Department regarding marine spread needs for the move.

  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
  • Provide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.

  • Implement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Department / Section’s work programs in line with Company and International standards.
  • Comply with all applicable legislation and legal regulations.

  • Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework.
Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of   operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and COMPANYS Code of Practices
Reports
  • Provide inputs to prepare Section MIS and progress reports for Company Management
5. COMMUNICATIONS & WORKING RELATIONSHIPS:

· Frequent contacts with ADMA-OPCO Drilling Supervisors on board rigs to coordinate work programs and rig movement requirements.

· Frequent contacts with Drilling Companies Team Leaders and their underwriter to discuss rig moves.

· Works according to preset programmes and exercises initiative within the programme limits as per the professional Seamanship standards.  Makes important operational decisions often in difficult circumstances during rigs/barges movements.

· Submit Rig/Barge move reports, Hand-over Report at change of rotation, Seafarers Hours of work and Hours of Rest and other documents that may be required by MOTL.

· Works according to Company’s established procedures and specialized/professional standards. Exercises latitude in providing solution to problems.

6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
  • Masters Mariner Certificate of competency STCW 95 11/2 (Academic Standard of B.Sc. in Marine Services).
  • 8 years experience in Marine Offshore Operations including Tug Master’s experience preferable with knowledge of ADMA-OPCO’s operational areas. Offshore towage pilotage and positioning of Jack-up Rigs.
  • At least 4 years experience in offshore vessel operations in senior capacity. Preferable experienced in Mooring Vessel.
  • Bridge Watch Officer Certificate of Competency STCW 95 11/1 (Academic Standard of B/Sc. In Marine Science) & have completed an ADMA-OPCO approved training scheme targeted towards the post.
  • Very good knowledge of English Language.
 Minimum Qualification
  • Bachelor’s degree in insurance or equivalent.
  • Professional Qualification e.g. Member of the Institute of Chartered Insurance.
