Cluster Transformation Lead (MRO)

Qualification:

University Degree in Engineering/ Supply Chain/Science.
Minimum relevant year’s professional experience in supply chain function.

Job Responsibilities

Experience in maintenance, repair and overhaul services in oil and gas sector.
Experience in dealing with international Oil and Gas service companies.
Experience in Supplier development with exposure to Small and Medium Enterprises highly desirable.
Experience in successfully developing and executing supply chain localization programs.
Proven ability to manage relationships with diverse stakeholders.
Strong leadership, planning, coordination and influencing skills.
Proven track record in delivering high quality results.
Ability to think strategically and balance diverse objectives and expectations.
Experience in working in large multi-national corporations.
Lead the development of the Maintenance, Repair and Overhaul (MRO) supplier eco-system to meet requirements of the Energy and Industrial (E & I) sector and support the State's economic diversification objective.
Supplier eco-system: Undertake strategic analysis of the MRO cluster supplier ecosystem; identify gaps and opportunities to develop the cluster.
Supplier Development: Assess the capability of suppliers in the cluster and provide expert advice on intervention actions in order to improve their performance with focus on SMEs.
Business Development: Develop and implement strategies to promote opportunities in the cluster and support the growth of a vibrant supplier base.
Localization Strategy: Provide expert advice on procurement strategies in the various categories in the cluster; support initiatives to align procurement strategies within the cluster in the E and I sector.
Procurement Transformation: Lead harmonization of specifications and standards in within categories in the cluster across the E&I sector in order to facilitate/optimize development of an efficient supply chain.
Request for Proposals: Provide expert advice and support for the development of RFPs for consolidated procurement in the cluster; support the evaluation of tenders and negotiations if required.
Investor Attraction: Identify and facilitate relocation of major international service companies with potential for capturing opportunities both in the local and regional market.
International Service Companies Relationship: Develop and sustain relationships with international service companies and facilitate resolution of any issues where applicable.
Localization Progress: Monitor and track compliance of key suppliers in delivering their commitments to localization.
Talent Development: Identify and facilitate opportunities for development of E & I sector talent through placements in international service companies.
