Description
PRINCIPAL ACTIVITIES, DUTIES AND RESPONSIBILITIES:
The duties and job functions of the Protection and Controls Commissioning Engineer shall include, but are not limited to, the following:
• Comply with all specific health and safety procedures.
• Comply with project and contractors safe work practices for energization and commissioning activities.
• Participate in site Completions safety meetings.
• Attend all key control system factory acceptance testing.
• Review contractors test reports, procedures and Site Acceptance Testing procedures and results.
• Work closely with all site engineering disciplines to fully understand each process regarding controllability,
reliability, and safety.
• Provide support to the project delivery teams for managing construction /commissioning interfaces.
• Monitor the mechanical completion and contractor handover processes and procedure.
• Participate in the static and dynamic commissioning, system integration testing, and performance testing
procedures.
• Provide a coordination role for interface between contractors and with the NLH Energy Control Centre.
• Coordinate System Integration Testing (SIT) activities.
• Witness the verification and configuration of the integration &automation systems and remote terminal units.
• Witness verification of protective relay logic through the function testing of the relaying systems.
• Witness performance of point-by-point checkout of all SCADA points to appropriate control center.
• Witness testing of the protective functions of protective relaying systems.
• Support and accept contractor static and dynamic commissioning testing of equipment.
• Review application of settings to protective relaying systems (does not include generating the settings or logic).
• Document progress on a weekly basis by providing a projected vs. actual report on the testing and commissioning
of relay packages and integration &automation packages.
• Identify discrepancies or issues found during execution and implementation of P&C commissioning activities and
coordinate required resolution.
• Responsible for preparing all P&C document deliverables for Asset Turnover to the asset owner.
Requirements
ACADEMIC QUALIFICATIONS:
Graduation from a recognized university with an Engineering Degree or an equivalent combination of education,
training and experience.
RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
• Possess an excellent and demonstrated safety and environmental record.
• 10 to 15 years successful completion /commissioning experience in delivery of major projects, in technical and
commissioning roles.
• Proficient and experienced in generation and industrial load utility interconnection, utility RTU and SCADA systems,
communication protocols, PLC and HMI programming, and a variety of instrumentation.
• Knowledge and experience in performing end-to-end testing of transmission line relaying.
• Knowledge and experience with setting and testing previous generation electro-mechanical relays.
• Knowledge of &experience with the setting &testing of microprocessor-based protective relaying systems.
• Knowledge and experience with the configuration &testing of microprocessor-based integration &automation
systems.
• Knowledge and experience with the setting &testing of microprocessor-based protective relaying systems.
• Demonstrated Protection, Controls and Automation Experience (Installation, Integration, Commissioning, Service).
• Experience in implementing processes and procedures to provide oversight and surveillance of EPC contracts.
• Experience in Hydro Generation.
