Role: Process Safety Engineer / Technical Authority
Location: East Anglia, Monday - Friday
Duration: 12 Months with Extension
Rate: £500 - £550/day UK Ltd Co
Start: September or ASAP
Requirements: UK / EU Passport Holder, Right to Work in UK
Key responsibilities include:
The Process Safety Technical Authority role encompasses (but is not limited to) the following;
Activity:
- Ensure all Safety and Environmental hazards are identified, quantified, eliminated or mitigated to ALARP.
- Ensure facilities and modifications are designed to be inherently safe.
- Ensure no intolerable risks remain prior to project or Management Of Change (MOC) approval.
- Ensure the timeliness and quality of all risk assessments
- Ensure full auditable closeout of all risk assessments and actions (i.e. TRM’s, HAZID, HAZOP, LOPA etc)
- Ensure all hazardous areas are appropriately identified and equipment specified in accordance with its hazardous area rating.
- Ensure any instrumented protection systems are designed, tested and commissioned in accordance with IEC 61511
- Ensure all activities are done in full compliance with PUK standards
- Ensure all facilities can be operated and maintained in full compliance with PUK standards
- Complete regular Site Assurance Survey (SAS) assurance audits
- Discipline focal point for Regulators and External Agencies
- Discipline owner of SNS standards and policies with expectation for periodic reviews
- Approve technical deviations from SNS standards and policies (with appropriate RA)
- Technical approval for SORs and MOCs
- Technical approval for risk assessments (from HAZOPs, TRMs, ORAs, etc.)
- Support asset safety studies such as HAZOPs, LOPAs, TRMs, etc
- Support / lead technical incident investigations and produce ‘lessons learnt’ bulletins
- Promote discipline ‘best practice’ through networking groups / forums
Competency
- Develop and assess relevant discipline competency framework and training requirements
- Assist with discipline recruitment at all levels
- Act as technical mentor for engineers, technicians, graduates and students
Discipline Standards and Procedure Owner
- Discipline owner of SNS standards and policies
- Conduct periodic reviews of SNS standards and policies to ensure compliance
- Ensure correct application of relevant SNS and industry standards, policies and practices
- Approve technical deviations from SNS standards and policies (with appropriate RA)
Safety Critical Tasks
There are a number of Safety Critical Tasks that you will be made aware of and systems you will be required to competently operate
Qualifications / Experience:
- Bachelor's Degree or equivalent in relevant Engineering discipline is required, ideally Chartered or equivalent status
- Considerable work experience in regulated, high hazard industries (e.g. Oil & Gas exploration and production, oil refining, gas processing or chemicals manufacturing or power generation). Broad experience across the range of process safety disciplines.
- Must have experience of HAZID, HAZOP & LOPA
The Client may appoint Technical Authorities based upon experience alone. This will be case dependent, but should consider the following criteria:-
- Previous experience of developing and approval of maintenance and integrity strategies.
- Previous experience of developing and managing the delivery of the applicable Performance Standards.
- A proven record of technical management within the appointed discipline.
- A full understanding and a record of implementing the applicable regulation, codes and standards applicable to the full remit of PUK operations.
