The Role: Technical Safety Engineer

Location: South East Asia

Type: Contract (Long-term)

Reporting to: Deputy Engineering Manager & Engineering Manager

Qualifications/Training:

  • BSc. / MSc. / MEng.  or equivalent in a relevant Engineering discipline
  • Preferably a Registered Professional, Chartered Engineer or member of Professional Engineering Society

Position Experience & Skills Requirements:

Key Experience Requirements

  • Minimum 15 years of work experience of which at least 10 years must be in the upstream Offshore Oil & Gas industry
  • Previously worked on integrated projects with CAPEX in excess of $100MM.
  • Preference for previous experience working for an Oil and Gas Operator in a client oversight team during FEED and EPCIC stages of an offshore project
  • Preference for previous experience working on projects which include brownfield scope of work, particularly in respect to tie-in of new facilities into existing platform systems

Critical Technical Skills and Capabilities

  • A broad knowledge of all aspects of Technical Safety is essential
  • Ability to ensure all hazards are identified, ranked and managed at all stages of a project. Ensure effective preventative measures are specified in the design
  • Competency in various qualitative and quantitative formal safety risk assessment methodologies, (i.e. Quantitative Risk Analysis (QRA), HAZID, HAZOP, Fire and Explosion Consequence and Risk Analysis (FERA), Non Flammables Hazards Analysis (NFHA), Ship Collision and Dropped Objects (SCA, DOA), Escape, Evacuation and Rescue Analysis (EERA), Emergency Systems Survivability Assessment (ESSA), Smoke and Gas Ingress Analysis (SGIA), Temporary Refuge and Impairment Assessment (TRIA), Environmental Impact Identification (ENVID)
  • Ability to identify potential Major Accident Events (MAE), Safety Critical Elements (SCE) and measure effectiveness against Performance Standards (PS). Manage Safety Integrity Level (SIL) Assessment, familiarity with Layer of Protection Analysis (LOPA) and SIL verification processes
  • Experience of process hazard analysis software such as (e.g. PHAST, PHA-Pro), and conversant with Computational Fluid Dynamics (CFD) analysis techniques
  • Familiar with Human Factors Engineering, Working Environment, Environmental Engineering
  • Must possess a good understanding of the basic discipline work processes of a FEED and EPCIC project
  • Must be well versed with relevant safety related international codes and standards such as API, NFPA, ISO, SOLAS

  • Ability to oversee work and provide mentoring to inexperienced engineers

 

Position Responsibilities:

  • Client supervision of all design activities related to Technical Safety of the Offshore Facilities to be carried out by EPCIC Contractor
  • Monitor Contractor scope of work to ensure compliance with BOD and all other contractual requirements
  • Review and approve all relevant documentation prepared by the Contractor
  • Review and approve all relevant Technical Queries, Design Changes and Technical Deviation Requests raised by the Contractor in a timely manner
  • Act as the prime Company focal point for all safety study work carried out by 3rd party subcontractors
  • Provide technical input to and review of key process safety deliverables such as the Safety Critical Equipment list, Performance Standards, Design Safety Report, Bow Tie diagrams, Emergency Response Plans, etc.
  • Ensure all project deliverables and activities are delivered in accordance with the project milestone dates
  • Liaise with Independent Verification Board (IVB) to ensure the right process safety related metrics are specified and appropriate verification measures are put in place.
  • Take a lead role in Design Safety Reviews including HAZOP/CHAZOP/HAZID/SIL
  • Participate in SIL study workshops and manage SIL related actions.
  • Provide Technical Safety input to engineering deliverables produced by other disciplines as required
  • Ensure interfaces with other engineering disciplines are properly managed
  • Oversee Contractor/Supplier procurement activities including attendance to inspections to ensure safety equipment is constructed to the requirements of the standards, specifications, drawings and procedures
  • Witness and approve Factory Acceptance Tests held at vendor facilities
  • Provide technical support, oversee, monitor, review and endorse Contractors’ work during the construction, hook up, pre-commissioning, commissioning and start up stages of the project
  • Participate in the PSSR for transfer from the Project to Operations
  • Willingness to travel and relocate to work sites including offshore

  • Conduct all activities in a safe and efficient manner in accordance with Company Policy related to Health, Safety and the Environment
  • Assist Company in developing a strong safety culture both within the client team and on the project
  • Ensure the welfare of personnel and the protection of assets and the environment at all times
  • Timely intervention and reporting of known risks and hazards
  • Comply with Company Policies on Code of Business Conduct (COBC) and Anti-Bribery & Corruption (ABC)
