Commercial Manager / Taiwan

Our client is a large western led contractor who are constructing a major Data Centre project in Taiwan. The project started in 2018 and will run until at least the end of 2020, with possible further work in Taiwan after. The project has complex MEP systems and will be constructed to the latest technical standards.

They are now looking for a high calibre individual to fulfil the roles of commercial manager on the project, reporting into both the non-Taiwan based Head of Commercial for Asia Pacific and the project director. The commercial manager will take full responsibility for all aspects of the project commercial & contractual requirements, running their own QS team of approximately 6 and ensuring that all aspects of the contractual and commercial elements of the project is managed efficiently and proactively. As our client is working on a GMP contract with their client, the commercial manager needs to be extremely strong on their commercial skills and must be able to demonstrate this with previous experience.

Key duties include:

• Internal cost reporting including establishing and monitoring project budgets, cost versus value reconciliation, forecasting cost and value to completion and cash flow forecasting and management
• Following up certification from Consultants and payments from Client
• Management of variations - identification, pricing, negotiation
• Management of Subcontractors - Tendering, tender analysis, negotiation, appointment, negotiating contract, payments, subcontract liabilities, subcontract final accounts, subcontract claims
• Management of risks and opportunities
• Good Contractual knowledge and sound principles in terms of Delay and claim notices; Preparation, submission and negotiation claims for extension of time and/or other contractual claims; Compiling and submitting interim/final detailed particulars for claims; Substantiating and negotiating claims with consultants and clients.
• Management of project insurances, performance bonds, advance payment bonds, retention bonds both upstream to the client and downstream to subcontractors.

The need for this role is urgent, so our client is looking for an individual who can commence within maximum the next 2 months - ideally by June 2019

To be of the correct calibre for our client, candidates should be able to demonstrate the following criteria:

• Held the role of lead Commercial Manager or similar for at least 10 years with a recognised international blue chip building main contractor. NOT people with experience working for house builders, subcontractors or consultants
• Qualifications, ideally degree, in construction or quantity surveying or similar
• Experience of being the lead commercial person in projects in excess of US$200 million on lump sum or similar contracts.
• Project experience MUST include highly complex MEP elements, ideally Data Centres, Pharmaceutical or perhaps rail systems, or something similar.
• Stable career history with clear and demonstrable experience of taking a project from inception to completion
• Fluent written and spoken English
• Ideally experience of working in South East Asia. You must have international experience outside of your home country.

Our client is currently offering a project length contract until Dec 2020, but will consider a permanent role for candidates, dependent on situation.

I will discuss the salary package on offer with candidates during our interview process. Taiwan has an approximate expat tax rate of 20%

Taiwan is a family friendly location and our client is happy to consider candidates on a single or married status, but schooling is not readily available and schooling will not be paid for by our client.
