Cost Engineer
- Responsible for quantity take-offs and Cost Control functions for project(s).
- Responsible for monitoring, analysing, controlling and reporting the re- measure of quantities as required by the Commercial Manager and Project Manager.
- Compiles daily, weekly and monthly DA-inches for all main areas on information received from managers, engineers, superintendents and supervisors.
- Prepares cost reports on progress, manpower and equipment costs and co-ordinates with the work scheduling and procurement systems.
- Prepares Earned Value Management performance reports, trending and advice on actions to be taken to prevent or improve undesirable trends in progress.
- Analyses variance in cost and schedule and recommend corrective actions, solutions and recovery plans to address schedule and cost impacts.
- Monitors and co-ordinates the change controls and cost deviations of construction schedules, methods, manning charts and equipment requirements.
- Provides cash flows and accurate cost forecasting and advises on actions to be taken to prevent or improve undesirable trends in progress.
- Responsible for progress claims, cost allocation and forecast cost to complete to ensure efficient cost control of the project and liaise with finance on monthly accruals, forecasts and reconciliations.
- Establish, maintain and coordinate the Procurement activities database including the Procurement Plan and project material management system with the cost control and scheduling systems of the project.
- Prepare contract briefs and revisions summarising contractual requirements and budgets.
- Track change instructions, revision to drawings, free issue material deliveries and correspondence.
- Maintain detailed and organised files.
- Prepare contract change notices, monitor contractor performance, including the reporting and status of contractor and owner deliverables.
- Maintain an audit file for each contract which will include original contract, all correspondence, changes/deviations, amendments, clarifications, payment schedules.
- Prepare and disseminate information to appropriate employees regarding contract status, facilitate contractor meetings.
- Ensure that contractor is in compliance with legal requirements, owner specifications and government regulations.
- Perform closing activities as needed.
- Track payments and deadlines.
- Analyse and mitigate risk.
- Provide contract summaries and ensure contract execution in accordance with company policy.
- Provide assistance to Engineers on cost engineering requirements.
- Identify possible time and cost impact issues i.e. set up and manage Variation Order Detection System.
- Any other duties as may be required by the Company.
