Project Manager - Interconnection Project (200KV) - West Africa

My client is urgently seeking project manager for our on-going interconnection project 200 kV between Ivory Coast, Liberia, Sierra Leone and Guinea

To be base din Ivory Cost, The site project manager will join the existing project team already in place for the project. The project team includes teams in our head office (Europe), and local experts team based in the four countries in West Africa. In each country, there is a site coordinator reporting to the site project manager.

The site project manager shall be based in our offices in Abidjan and will have to travel on a regular basis to the other countries.

The role of the site project manager is:

1. Responsible of planning and managing the day-today resourcing of a multi- disciplinary team of engineers, and of acting as the Engineer or Employers Representative under the conditions of the construction contract. Acting for the interest of the Employer - within defined limits - in relation to all contractual matters (including payments). Deal with project issues such as contractor claims, disputes, construction delays etc.... maintaining a good working relationship between the parties involved. Establish the leadership of a team of engineers and supervisors, providing managerial direction and technical support. Ensure project records are properly maintained and provide full and timely management reports to the Employer as required.

2. To ensure the on-site works supervision in the 4 countries by local expert teams (already in place) and with local support team based in our offices in Abidjan (already in place):
a. follow-up of the mobilization on-site.
b. site team management,
c. facilities management (already in place),
d. reporting of the contractor's works supervision
e. etc.

3. Liaise with our client in Abidjan: by preparation, assisting, reporting, and meeting with the client (in line with our contract's obligations).

4. Coordinate with the Project Director and home office team.

Qualifications:

The official qualifications requirements from the Terms of References for the site project manager are as follow:

1. The Site project manager must have minimum fifteen (15) years of experience of which ten (10) shall have been as Project Manager of EPC Supervision Team on transmission/power system projects of 225 kV minimum voltage: (minimum 3 substations, 200 km minimum line length and SCADA).
2. The Site project manager must be fluent in both English and French

In addition to these official requirements, the site project manager must have the following experience/skills:

1. Experiences with time and material contracts/projects financed by International Funding Institutions (i.e. World Bank, French Development Agency, African Development Bank…)
2. Experience in Africa
3. Have strong project management skills: leadership, communication, problem-solving, team management, etc.

The project has started beginning 2017 and will end around mid-2020 (with possible extension).
The phase of "Design review" will sooner finish. The works on site have started few months ago (foundation works of towers).


Start Date: May/ June 2019 latest

Salary Package: 10,000 - 14,000 USD per month
