LOGISTICS METHODS & HSE SUPERVISOR

Missions dimensions

Project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The project comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The project will be developed with an EPcm contractor in charge of Detailed Engineering, Procurement and construction management interfacing with all construction contractors necessary for the project. A Project Technical Team will supervise the EPcm contractor work. The project Technical Team will gradually mobilize up to 50 personnel prior to start construction activities, in addition to the EPcm 200-250 personnel. For construction activities for the entire project up to 8000 personnel is expected to be mobilized across the various construction sites.

One of the main contracts within the Project will be the MLC, - Main Logistics Contract - under direct supervision of Logistics Department. The MLC Contractor will be a privileged interlocutor for the execution of tasks of this position. Other logistics contracts to be put in place will be the Personnel Transportation ones, by air and by land.

The main objectives of this position are to participate to  a safe delivery, within the timeframe defined, of both companies and contractors' equipment’s, materiel, and personnel on the worksites and to ensure a proper implementation of Logistics procedures (mainly H3SS and cost controls).

 

The Service Provider is responsible for:

  • Ensuring that all activities he is responsible for, or involved in, are performed with the highest level of consideration to HSE risk management, protection of human’s health, respect of various communities and care of environment.
  • Promoting safety awareness at all level through exemplary and pro-active attitude within Project team and Contractor/subcontractors/vendors’ team.
  • Ensuring that all activities he is responsible for, or involved in, are performed with the highest level of consideration to Project Quality Policy and management system.
  • Assuring that all logistics procedures are in line with EPcm ones, and are well known by other interfacing contractors.
  • Assuring a constant communication with EPcm contractor in order to align all project requirements.
  • Initiate, develop and implement a safety culture in a complex environment without Oil & Gas experience.
  • The implementation of the local content requirement.

 

Activities

1. HSE

  • Liaise with H3SS to ensure project logistics plans are in line with policies and project objectives.
  • Ensure proper and effective internal controls and safety standards are in place for all P Logistics activities.
  • Promote safety awareness at all level within Logistics teams and contractor/subcontractors/vendors’ teams.
  • Participate in the definition of the Department's Safety and Environment objectives and the directions in which progress can be made.
  • Organize follow up of  HSE anomalies and events reported within the Logistics perimeter; in conjunction with the units responsible, monitor corrective actions to be implemented by each unit.

 

2. PERFORMANCE, PLANNING AND COORDINATION

  • Monitor and optimize the cost of logistics operations (especially transportation), as per E&P initiatives (LEAN, 3C,…).
  • Put in place KPI's indicators for logistics operations. Participate in the definition, implementation and monitoring of action plans under the responsibility of the operational departments.
  • Participate in the implementation and monthly monitoring of subcontractor performance and logistics indicators (KPI), print-outs of indicator tables and identification of deviations.
  • Coordinate and control the IS-IT systems aspect in Logistics Team with IT department (POB follow Up, SAP, or any other system…).
  • Review, update and ensure implementation of all logistics operational procedures (Marine, Air and Land activity, Stock Management, Logistics Manual, etc.) related to technical logistics activities as per rules and standards. Maintain catalogue of procedures applicable.
  • Contribute in annual budget preparation, liaising with cost control and logistics manager and Logistics operational entities.
  • Liaise with cost control department to verify the concordance of invoices with the services performed by the logistics contractors.
  • Provide methodological support for the monthly monitoring of contractual commitments, the production of closing forecasts and the identification of deviations from budget.

3. CONTRACT MANAGEMENT& AUDITS

  • Participate in the definition of contractual strategies and the production of CFT and invitations to tender.
  • Ensure the proper implementation of contracts.
  • Assist Deputy Logistics Manager as required, notably in preparation of Annual Service Quality Meetings with the MLC.
  • Manage quality of work provided by contractors and suppliers and determine the correct course of action.
  • Monitor the audits of Logistics Contractors carried out by  Audit Team and establish an action plan depending on the recommendations made.
  • Participate when required in audits carried out by Partners or Authorities of Logistics Services.

 

Context and environment
  • The project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of main line block valves and trace heating stations. 150km of feeder lines from Upstreamfacilities will tie-in to the project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region.The project overall tonnage is estimated at 500,000t of material and equipment;
  • Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop project in a fast track mode.The project is aiming at a Ready For Start-up (RFSU) schedule not later than 36 months after FID;
  • The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
  • In the current context of low oil price the project needs to be developedwith low CAPEX & OPEX to support the development economics and enable FIDwhile maintaining the technical quality of the installations, with high H3SE requirements and focus.

Accountabilities
  • Liaise with H3SS to ensure project logistics plans are in line with policies and project objectives.
  • HSE practices on Logistics sites.
  • Creating and implementing of specifications for CFT.
  • Updating, issuing and implementation of Logistics Management System.
  • Checking the validity of rules and procedures.
  • Budget and Performances follow up.
Qualifications and ExpérienceRequired
  • Qualifications: Engineer’s degree.
  • Specialist in Logistics operations with professional experience of at least 10 years in oil and gas logistics and knowledge of the operational constraints related to onshore activities.
  • An analytical mind, rigorous, holistic approach and tenacity.
  • Ability to adapt, analyse problems and communicate with all entities; flexible and able to write Standing Instructions and Procedures.
  • Experience in import, export and transit of cargo coordination in a challenging environment.
  • Fluency in English & Good knowledge of office computing tools (Office).
