Senior Transport Consultant - Cambodia

My client is a leading European consultancy who are bidding for a GIZ funded Urban Transport project in the Cambodian Capital of Phnom Penh for which they require an experience Senior Transport Consultant.

They are requiring an international specialist, who ideally has regional experience to be based in country for this 26 month assignment. The project is due to start Mid 2019.

Being based in Phnom Penh, the posted Senior Transport Consultant/Expert shall complement the skills of the team leader. He/She shall be required to give assistance to the partner cities and coordinates all project activities that are to be organized by the city coordinators as well as short-term assignments. The consultant will assist the team leader in managing the project.

Duties and responsibilities:

• Quality management and content-related backstopping as regards city coordinators and short-term assignments in the senior´s field of expertise (complementary to team leader)
• Direct consulting to the partner cities and ASEAN on transport management, sustainable urban transport and / or metropolitan governance (in respective field of expertise, complementary to team leader)
• Contributions to surveys written by short-term experts in consultation with the AV and team leader
• Consulting services for partner cities and ASEAN concerning transport management and metropolitan governance
• Participation in the GIZ Sector Network

Support of project management

• Coordination of all project activities in the partner cities and at ASEAN level
• Conception, implementation, monitoring and evaluation of actions as regards capacity development of local partners in the field of transport management, sustainable urban transport and metropolitan governance
• Report elaboration
• Providing assistance to team leader and ensuring coherence and complementarity of the consultancy services and related GIZ projects (and other donors) at local and national level
• Assisting team leader concerning effect monitoring, knowledge management and documentation of project activities and timely reporting
• Consideration of cross-cutting issues (e.g. gender equality, stakeholder participation, innovation and digitalization)

Qualification

• Education: university degree (diploma / master´s degree) in urban planning, transport planning / management or related academic field (focusing on complementarity to team leader)
• Language skills: business fluency in English and German (ideally)
• 10 years of professional experience in sustainable/ urban transport projects
• Management experience: 5 years of experience in project management of regional and international projects, 2 years in Asia
• Other: certified professional training or work experience in capacity WORKS (can also be caught up on at a later stage), proven knowledge of new mobility and smart mobility approaches

Salary

€9000 to €12000 plus package (flights, accommodation etc.) depending on experience.
