C&P Manager

Job Description

  • Ensure all contracting and purchasing is conducted in accordance with Company's Contract & Procurement Policy & Procedures.
  • Develop local guidelines as necessary, required in addition to corporate C&P Policy and Procedures.
  • Be contract holder for key local contracts.
  • Assign contract holders per contract and provide/source training for all holders to ensure an understanding of the role and responsibilities with respect to the contract.
  • Ensure standard terms and conditions of Contract are suitable for local environment and local requirements.
  • Preparing pre-qualification, tender, contract, amendment order and close out documentation for the supply of services and materials.
  • Developing contract strategies and timelines in conjunction with business stakeholders
  • Tendering in accordance with Company Sourcing and Contracting Policies, Processes and Procedures.
  • Prequalification and identification of suitable companies for issue of ITTs using industry knowledge and Company standards.
  • Preparation/drafting tender documents and issue of ITTs followed by clarification, evaluation, negotiation, recommendation and contract drafting for execution.
  • Working closely with Contract Sponsors / stakeholders to ensure contracting processes are implemented to meet business requirements (Contracting Strategies, Risk Assessments, Tendering Process, Negotiation, Contract Documents etc.).
  • Obtaining necessary approvals within Company DOA.
    Developing & maintaining strategic relationships with key contractors to ensure best service, commercial terms, surety of services.
    Develop and maintain Chad Contracts Register / Database and introduce performance metrics.
    Ensure all commitments are generated through an approved Requisition and monitor the status of Requisitions until commitment document is issued to contractors / suppliers.
    Ensure access to relevant contract and business information for users on a 'need to know' basis
    Identify build and maintain relationships with all key individuals
    Monitor and analyse contract spend and provide support to Cost Engineers to allow compilation of regular spend analysis reports.
    Schedule key contract reviews with top 5-10 suppliers
    Introduce service quality meetings, correspondences and relations with internal users and external suppliers.
    Monitor/track and do gap analysis on agreed Key Performance Indicators (KPIs) and provide feedback on KPIs to key contractors on a regular basis, and develop/agree action plans
    Develop and implement 'fit for purpose' management systems and processes to ensure that key business performance targets are adequately defined and effectively monitored based on appropriate industry benchmarks.
    Effective management of freight forwarding and customs agency to ensure a timely and cost effective transportation and delivery system and management of Glencore and service contractors' materials and equipment into and exit from Chad.
    Ensure compliance with local customs regulations and documentary requirements for import and export of our client and service contractors' equipment (as applicable) to and from Chad.
    Provide support to Inventory Management Team as required.
    Secure effective management information to enable business monitoring and performance review
    Train and develop local staff and mentor C&P team members in order to develop the capability of individuals within the team. Identify training needs for all team members.
    Ensure compliance with local content requirements.
    Assist with Joint Venture, Cost Recovery and Customs audits.
    Develop with Finance an Audit & Assurance timetable as required.
    Assist Finance department with the processing and validation of invoices to ensure timely payment to Contractors.
    Duty call-out as required and active role in Chad Emergency Response Management (ERM) Plan
    Ensure a fit for purpose and effective supply base facility. Ensure facility matches business plan requirements.
    Liaise with supply base to ensure maintenance of rental equipment and inventory management / tracking systems to track the movements and location of all Glencore and service contractors' equipment and materials between the supply Base, drilling Units and subsequent returns to contractors.
    Effective utilisation of QA/QC Coordinator for company and service contractors' equipment and materials to ensure compliance with acceptance criterion stated in the respective contractual obligations.

  • Leadership capabilities and organizational management experience

    Proven ability to lead and motivate a diverse workforce
    Proven ability to negotiate and able to balance listening and advocacy skills
    Very good communication and interpersonal skills, ability to coach / mentor
    Diligent, productive, hard working
  • Precise with strong attention to detail

Personal Specifications

  • Potential candidates interested in the Chad C&P Manager's position MUST meet the following requirements:
  • 10+ years work experience
  • Fluent French would be a strong advantage for the role
  • Experience working in Africa (preferable)
  • Bachelor's degree or equivalent
