The client in Iraq are recruiting for a PSCM Category Lead for a rotational (28/28) role on a contract basis.

Role Synopsis This Category Lead position delivers against Iraq contracting plans and enables and delivers safe, compliant, reliable and competitive supply chain solutions. The role actively delivers value opportunities, ensuring cost and production targets are enabled by effective and agile end-to-end supply chain management.  This position requires skills in Project EPC and EPCm sourcing strategies, RFx, evaluation, supplier selection, negotiations, contracting, contract management, supplier management and issue resolution.

 

This position will be based at ROOHQ located near Basra, Southern Iraq on a rotational (28:28) basis and will report to the Projects Category Team Lead. The Category Lead (CL) will play a key role in coaching and development of local staff to develop and build PSCM capability for Rumaila.

 

The activity delivers across all aspects of Hydrocarbon Project related contract sourcing activities, from the development of Strategy & Bid Lists, and subsequent RFP preparation, including the development of Evaluation Criteria, and the negotiation and placement of Contracts.

 

Works with the Line to ensure contractor performance management is executed effectively to drive expected performance and provide commercial/contractual support to operational issues that arise.

 

A strong working relationship with the Projects Technical teams based in Rumaila, Southern Iraq and regional engineering offices is required to support contract development and implementation.


Job responsibilities
 
  • Leads the delivery of PSCM contracting and procurement requirements in the designated projects EPC & EPCm area to support delivery of the work plan.
  • Obtains relevant sourcing governance approvals and ensure contracts are compliant to established contract standards and operationalized into ROO P2P systems
  • Maintains a deep understanding of the supply market and drives productivity through supplier collaboration, simplification, and standardisation opportunities.
  • Delivers robust contract management, including cost management and business risk analysis and support supplier management with the line Contract Accountable Managers (CAMs) to ensure ROO's value is delivered by third parties.
  • Supports the coaching and development of Basra Oil Company (BOC) and local Iraqi Agency colleagues

Person criteria
 
  • 15+ years’ experience in Category Management and Procurement (P2P), including hands-on sourcing, contracting and supplier management experience across multiple categories that includes onshore bidding hydrocarbon facility and pipeline Projects and in particular, major EPC & Construction contracts.
  • Deep understanding of international and regional requirements and experience dealing with PSA/TSC /concessionaire approvals.
  • Strong business acumen with a proven track record of performance delivery and continuous Improvement.
  • Strong influencing and communication skills and demonstrated ability to collaborate with internal stakeholders across multiple disciplines, cultures and with suppliers.
  • Proven ability to work under pressure and handle ambiguity with openness to change.
  • Knowledge of PSCM systems – P2P e.g., SAP/Maximo and Ariba OneSource
  • Middle East Hydrocarbon Projects (process facilities, pipelines) (UK or on location) preferred along with overseas rotational experience
  • Working in Operator and Tier 1 Contractor procurement environments essential
  • Candidates must primarily have demonstrable hands-on Contract formulation, sourcing and management experience of major project contracts and be able to articulate projects and specific contracts delivered and their specific role in delivery.  
  • Contract/Procurement Managers, Team Leads, Contract Engineers are deemed to be typical roles in candidate CVs.
  • University degree in Procurement, Engineering or other business/technical discipline not essential but preferred along with professional accreditation (e.g., CIPS, RICS etc)
