? SECTION 1:  POSITION DESCRIPTION Position Title: COMPANY Construction Vessel Representative (Transport and Installation) Vessels: Derrick Barge & SCV  & DSV

 Major Projects - Marine and Subsea

SECTION 2:  KEY ROLE
  • COMPANY CVR role will act as the COMPANY Single Point Authority primarily onboard the DBA and the SCV   during the offshore work scopes for Transport and Installation (T&I) scopes for SD2 and PROJECT projects which involve jacket, topsides and subsea construction activities.
  • Other vessel support locations include the Pipe Lay Barge, (PBLH), DSV   and MV Citadel.
  • All vessels to certain degrees involve construction activities for COMPANY programme of projects, through scheduled works between Q1 2022 to Q4 2023.
  • Act as the site safety leader on-board vessels dependent on plProjectment.
  • Managing the safe execution of the agreed vessels work program assisted by COMPANY HSE advisors, whilst promoting a work environment that enables people to identify, eliminate or mitigate risk to the lowest practicable level.
  • Promote, demonstrate and ensure compliance with all appropriate elements of the    and GSE Operating Management System (OMS), including Risk Management, Continuous Improvement and Management of Change
  • Ensure at the nominated worksite, that the contracted scope of work pertaining to T&I, subsea intervention meet HSE & Q/A requirements as implemented.
  • Monitor all simultaneous operational activities within the immediate area, either directly or in conjunction with a company asset OIM.

SECTION 4:  RESPONSIBILITIES & OBJECTIVES General

  • Responsible for safe, efficient, and effective execution of project scope, in line with project goals and expectations, promote strong HSE performance by COMPANY and Contractor teams and uphold the COMPANY Code of Conduct.
  • Provide exemplary “one-team” approach to COMPANY, contractors and vendors to facilitate successful delivery.
  • Play a leading role in promotion of excellent HSE culture; improve awareness and promoting the Project goals of ‘no accidents, no harm to people and no damage to the environment’.
  • To systematically measure, track and report the Consortium Installation Contractors Self-verification program, identifying trends, and intervening when necessary
  • To execute the oversight activities identified in the COMPANY HSE plan
  • Lead by providing direction, and support to the vessel team and promote an effective and collaborative working environment with a ‘One Team’ approach.
  • Manage communication between the offshore vessel teams to ensure rigorous verification of safety performance including SIMOPS planning.
  • Ensure installation contractor has a competent onboard organization and a high standard of resources in-plProject to successfully execute the work.
  • Ensure Contractor compliance with contract requirements.
  • Ensure Contractor has a robust Self Verification process supplemented by COMPANY Oversight in compliance with COMPANY 100441 COMPANY Guide - Contractor Self verification and COMPANY oversight.
  • Complete document reviews for the execution of work for COMPANY’s programme of projects.
Delivery

  • Vessel Readiness – Pre-Mobilization
    • Develop a thorough understanding Contractor’s HSE and Self-Verification Plans
    • Manage on-board interfProject with vessel management team, reporting progress, identifying potential issues impacting installation program, highlighting necessary interventions.
    • Ensures that all vessel equipment, wires and cranes have appropriate certification.
  • Operational Readiness
    • Assist Vessel Superintendent in ensuring vessel is fully equipped, and personnel, procedures, risk assessments and materials and equipment are available in a timeframe which supports the schedule.
    • Ensure that all mobilisation work is completed within the schedule requirements.
    • Systematically identify issues which may impact the program, and highlight areas where intervention is required.
  • Execution
    • Managing safe execution of agreed vessel work program ensuring TRAs are performed and actively participated in by all crew members and that all vessel personnel follow procedures and comply with all requirements of PTW.
    • Ensure contractor awareness, comprehension and compliance with the reference material listed in section 7.
    • Identify changes within procedures that may require Contractors Management of Change to be implemented and communicate such changes in accordance with written guidance.
    • Update line Management on Contractor’s performance against their Self Verification Plan, the COMPANY Oversight Plan and the established KPI’s
    • Asset OIM and GOO notifications for vessel moves inside 500m zone, within 200m of existing pipelines or other critical activities within 1500m of live pipelines.
    • Ensuring COMPANY Delivery Line Manager and COMPANY HSE are notified of any incidents onboard the vessel.
    • Participate in Contractors meetings onboard, compiling and verifying accuracy of daily reports and MOM.
    • Encourage suggestions from personnel to consider better, more efficient methods of accomplishing tasks, liaising with installation contractor to optimize utilization of the vessel where work is being completed from.
    • Ensure lessons learned are systematically captured and communicated within IMR, SD and PROJECT installation teams including Contractors and shared with the    and wider COMPANY community.
    • Responsible for compiling project completion report.
    • Assist with all logistical matters for personnel and cargo/freight by liaison with field personnel.
    • Within the COMPANY PTW system, facilitate the PTW between any Platform/Asset Area Authority      and the Contractor Supervisor (Performing Authority) on the worksite.
    • Ensure compliance with the COMPANY GOC (Guidance on Certification) system for handover of completion certification at the appropriate stage gates. Ensure handover to commissioning is completed.
    • Promote, demonstrate and ensure compliance with all appropriate elements of the   , Operating Management System (OMS), including Risk Management, Continuous Improvement and Management of Change.
SECTION 5:   ACADEMIC / EXPERIENCE REQUIREMENTS

The CVR must be assessed through a competence assessment process for the worksite and position as being competent in the following areas:

  • Experience of jacket launching from transportation barge, topsides float over, piling, grouting operations, hook up support and testing processes.
  • Shall have successfully passed a recognised and COMPANY approved client representative’s training course.
  • Completed the COMPANY Permit to Work System (Performing Authority) course.
  • COMPANY CVR (T&I) to hold preferably an Engineering qualification or equivalent professional qualification and / or 15 years minimum relevant industry experience appropriate to the scope being executed.
  • Good understanding of anchored and DP vessels management.
  • Formal risk assessment training.
  • Additional project experience of some of the following elements would be an advantage: 
    • Spools & Jumpers (rigid/flexible – Single/multi-bore)
    • Flexibles/Control Umbilical’s/J Tube pull-ins
    • Sub-sea Structures
    • Foundation/piles installation
