Contract: Contract and Procurement Methods Engineer / Suriname

- Duration: 1 year, rotational 6/2 (including quarantine), with possibility of extension

The objective is to improve the quality of service and to increase the added value of the procurement processes, by providing adequate methods & tools to the C&P entity. The Service requires good knowledge of the Oil and Gas industry and its environment.

Contractor shall provide the Service composed of the following activities:

Processes / Procedures / Organization * Organize, update, implement procedures and Group Company Rules relating to procurement activities in an efficient manner * Analyze the procurement process and identify improvements opportunities * Organize and structure documentation and archiving of the C&P entity and update the CMS as needed * Develop and implement an efficient management of suppliers, including local suppliers (monitor TEPSR C&P public email address for local suppliers) * Ensure the timely preparation, analysis, issuance, and update of the master procurement planning in alignment with the budget and operations * Propose, implement and follow-up action plans related to audits (MAESTRO, IMPACTS…) * Monitor and propose improvements of duets efficiencies * Support contracts engineers when performing market studies * Support Contract engineers and buyers in contract and PO preparation, including in UNISOL * Ensure proactive QA/QC of the C&P entity documents and processes (CFT/RFQ, Contract committee presentations, templates…) * Ensure compliance of the C&P processes and procedures with all internal company rules (including client Guide to conduct) and all applicable laws and regulation (JV rules, Country laws...) * Ensure the good administration and filing of all C&P documents, including in Agora

Analysis/Reporting/ Performance Monitoring (KPIs, Reporting, Controls):

* Prepare and consolidate reports to local government related to local content, on a monthly basis * Consolidate and implement on a monthly basis client reporting (Savings/Agora, adhoc reports to Catman, Master procurement plan,…) * Analyze the suppliers' portfolio and define/propose appropriate improvements * Maintain regional and local market knowledge and insights (through market intelligence, studies…) * Participate to the preparation of IMPACTS assessment * Consolidate Métier KPIs * Participate to benchmarking initiatives with other affiliates and client

Tools * Take care of the implementation of client tools and make sure of their efficient appropriation and use (by the stackeholders) such as UNISOL, BW, Agora, e-sourcing, Sequana
* Lead the process for supplier and material creation (UNISOL) in liaison with HQ entities and 3rd parties * Act as the focal point for continuous optimization of all electronic tools / systems used * Set up and standardize internal processes for use of the procurement tools by all the users (process maps) * Maintain customized local contract templates of the affiliate and enforce their use by contract engineers and buyers

Local content & Supplier development * Lead the suppliers' pre-qualification process * Lead the development of a local suppliers' database * Maintain the suppliers' data base * Support contract engineering when performing suppliers evaluations and organize bi-annual vendors evaluation * Implement Contractors Service Quality Meetings for key suppliers * Support local suppliers on Company's tools and processes (e-sourcing, sequana, vendor registration…) and procedures (contracting principles, etc.), as required

H3SE * Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation * Raise awareness and provide guidance with regard to the execution of the HSE rules * Ensure Health, Safety, Environment (HSE) and integrity policies are incorporated into contracts, PO and procedures (MAESTRO, HSE CR, etc.). Lead the best interests of the client's at all times, whilst adhering to the Group and Affiliate Policies * Provide necessary expertise during management of any emergency situations connected to supply chain and contract and procurement activities. * Utilize and contribute to MAESTRO safety management * Accountable for a safe working environment (promotion of 12 Golden Rules), noting anomalies to HSE (use of Stop Card system) as required * Attend appropriate HSE training and work safety inputs and actions with team members.

Context and environment * High cost environment with stringent local regulations. * Deep water / Ultra-deepwater context * Exploration and appraisal wells in fast track mode (2 rigs, 4 to 10 wells in a 2-3 years span) * Development activities prepared in parallel (FID targeted in 2022) * Transfer of operatorship from another operator * New Infrastructures and Organization * Relation with state authorities/regulators and JV Partners

Qualifications/Experience required

* The service requires: o Advanced expertise of SAP tools, especially UNISOL MM module, Excel, database and web-based systems, and possibly clienttools (E-sourcing Ariba, Agora, Sequana, …),
o * Advanced expertise in stock management, contract management, and purchase orders in oil and gas industry, mainly within the client * Client's C&P procedures and Company rules knowledge, * * Method management expertise within the client highly preferred * The service will be performed in an international, multicultural context in English
