The HSE Lead is responsible for the supervision and coordination of all activities related to Health, Security, Safety, Societal, Environment and Occupational matters for Project during the Engineering, Procurement, Supply, Construction, Commissioning and Installation phases, in compliance with and HSE policies, procedures and objectives (MAESTRO), international standards and requirements.

Management:

Provide overall leadership, coordination and facilitation of HSE activities for the project through all project lifecycles (FEED, detailed design, fabrication, construction, installation, and Hook-up and Commissioning) to deliver against Expectations, and ensure Operations Readiness and SEMS Compliance for First Oil. This will include:

To manage a team of engineers for the safe design, fabrication, construction, installation, and HUC project activities.

To ensure all required Risk Assessment design deliverables are produced in coordination with the Engineering team and safety design lead.

To define the Project HSE management system based on HSE policies, rules, procedures and objectives. To develop and maintain key HSE technical documents, including HSE Management Plan and Philosophy.

Develop and implement HSE and Security Assurance Plans for Field Development during the project phase, and for installation, HUC and drilling campaigns. The project scope includes FPU, SPS and UFR. This includes assisting work site HSE professionals and line management in development of work site HSE and HSE promotions and safety culture campaigns.

Monitor and report HSE Performance during the engineering / fabrication /construction / operations phases of the Field Development. This includes establishing KPIs, monitor statistics, analyze trends and propose and take remedial action if HSE targets are not met and when necessary.

Define and review HSE management systems - Philosophy, Plans and Procedures - from Project & Contractors', for ensuring that Project HSE policies and procedures are properly implemented and achieved on the Project.

Define and coordinate Emergency Response arrangements for the Field during engineering, installation and operations.

Coordinate HSE activities within the Project Group and, as such, liaise permanently with Project Package Managers and HSE / Safety Leaders and Engineers within packages (functional link), this includes development of the safety deliverables.

Ensure / handle, as required, the communication of the project with the Partners and Concessionaire on all HSE matters.

Ensure that the ISO 14001:2004 & OHSAS 18001:2007 standards are complied with.

Technical

Directly responsible for management of compliance to regulations related to the Field, and responsible for interfacing with the Contractors / Regulatory Lead to verify compliance of the facility.

Ensure daily liaison with contractor(s) and manage their performance with regards to contract requirements.

Oversee and follow up technical safety deliverables during FEED and detailed engineering to ensure compliance with internal and GOM requirements to risk assessment process and design of the FPU and SPS, incorporating all findings from risk management reviews, such as HAZID, HAZOP, SIL Assessment and TRA.

Participate in all necessary meetings with FPU contractors (weekly progress meeting, monthly status meetings, technical meetings, pre-job planning meetings, etc.).

Tendering phase

Prepare and draft all necessary contracts or ITT documents related to HSE.

Actively participate in the clarifications (technical, contractual & commercial) and negotiation with Tenderers to select the associated Contractor.

Actively participate in the evaluation and analysis of the different offers (technical, contractual & commercial) issued from the Tenderers during tender phase.

Education:

Master engineering or equivalent (e.g. Masters Degree).

Experience: 10 - 20 years' experience in Oil and Gas industry, at least 10 years' experience as HSE Lead / Manager for major offshore project.

Required Skills /Certifications:

HSE Management, Principles and Programs - expert level of knowledge and experience;

Incident investigations and root cause analysis - expert level of knowledge and experience;

OSHA, EPA, DOT, Drug & Alcohol, SEMS, BSEE and USCG - proficient level of knowledge;

Deep water developments - proficient level of knowledge and experience;

Safe working practice on offshore construction projects - proficient level of knowledge and experience;

Company rules/procedures - proficient level of knowledge and experience;

Proficient organizational ability and commitment to meeting deadlines;

Strong mentoring and coaching skills.

Strong communication;

Team worker capable of working autonomously;

CSP Certification preferred.

HSE relevant training (NEBOSH or equivalent) preferred.
