The client, a large oil and gas company, is currently seeking a Field Cost Analyst for a 1 year contract in Edmonton, AB.

The Field Cost Analyst will support:
• Preparation of field cost reports assuming responsibility for their overall accuracy, completeness and timeliness; coordinating the cost analysis activities on one or more projects.
• The development and maintenance of procedures and systems to achieve effective control of Maintenance Programs Canada and support the implementation of project control procedures and systems.
•Liaison with project teams and clients on all matters relating to field cost and schedule development and control

Specific Accountabilities:
• Review and understand the WBS and expand the WBS (as necessary for new programs) with the assistance from the Project Cost Analyst.
•Review and understand the complete construction scope of work (Construction Work Packages).
• Review and understand the Contract(s) Documents, which include General Conditions, Specifications, Addendums, Contract Provisions and Compensation requirements. The FCA will also review and understand contract budgets and schedule in relation to the “Agreed to Scope of Work”.
• Establish the construction tracking and control systems utilizing the templates provided in accordance to the project WBS and Contractor Interface and Reporting requirements.
• Validate Contractor Score Cards and Schedule for earned value reporting for the project scope broken down by the WBS, and to update shift progress reports for PCA’s in order to communicate to the Project Management Team.
• Review with discipline specific inspectors to ensure that the progress reporting of the contractor(s) is accurate.
• Ensure that all costs and hours accrued and incurred on the project are allocated to the correct budget (WBS) accounts.
• Interface with the contractors to ensure accurate and timely submittal of daily LEM Sheets, Equipment & Third Party Log’s, Shift Summaries, Progress Updates, Schedule Updates and earned value reports.
• Review Daily LEM Sheets and other similar contractor submittals for agreed rates, and the correct WBS coding for the works performed.
• Interface with the Inspectors that approve the Daily LEM Sheets, and other similar reports for the accuracy of the hours expended and agreed rates, as well as the resources itemized that they are an accurate reflection of the works taking place.
• Ensure that all activities within the project schedule are updated (start and finish dates) and supported by the physical percentage of completed tasks based on the score cards, and agreed contractor performance values.
• Assist the Project Management Team in Contractor Scope Management by providing insight into scope

• Assist the Project Management Team in Contractor Scope Management by providing insight into scope definition and contractual responsibilities. Collect, compile and maintain contractor changes through standard templates & procedures (CCO logs) in support of the Change Management Procedure.
• Verify change orders against contractual obligations and validate cost, schedule and resource impacts; monitor and analyze change order costs, hours and key quantities and report any variances. Ensure that all changes are integrated into the contractor’s cost, schedule and progress reports.
• Interface with contractors to ensure accurate and timely submittal of Change Orders as per the contract requirements.
• Provide notification to PCA of potential Work Order or Contract Revisions.
• Provide the Project Controls Analyst the contractor Estimate at Completion (EAC) values based on the collection of contractor information and reviews.
•Review of Contractor Invoices, ensuring that the coding, amounts, and reported quantities are in agreement with the information provided by the contractor to date, and in agreement with the terms and conditions of the contract.
• Complete Daily Site Walk Arounds to validate schedule activity starts & completions and claimed progress of work accomplished.
• Support the identification & reporting of Cost and Schedule impacts and risk and support recovery planning / mitigation where necessary.
• Ensure Field Project Closeout process is completed, including key quantities, hours and costs, and the completion of the Contractors Evaluation Report.

Scope/Dimensions:
• Exercises independent judgment in the selection, classification, compilation and analysis of data obtained from a variety of sources.
• Ensure compliance of the reporting requirements and frequency that has been established for the execution of the project.
• Prepare Weekly Project Controls Status Report identifying issues, concerns, summary of events, contract compliance issues, etc.
• Makes limited decisions in the selection of work procedures and participates in making improvements or changes in methods and systems.

Contacts (Working Relationships):
• Construction Services Group: The FCA needs to interact with the field management team for invoice verification, contractor change orders and progress.
• Project Controls Analyst: As a member of project controls team, the FCA needs to work together with project controls personnel to implement and manage project controls plan and strategies.
• Engineering Cost Associate: The FCA needs to interact with ECA to manage invoice and work orders
• Contractors: The FCA needs to communicate with contractors to resolving LEM, invoice and progress issues.

Knowledge, Skills & Abilities:
Required:
• University degree in Engineering or Business; or Technical Diploma; or equivalent experience.
• Certified Cost Engineer / Consultant (AACE International) designation (preferred) or Project Management Professional.
• Must have a minimum of 4 - 7 years of on- site construction experience related to cost and scheduling controls of multi discipline projects.
• Direct working experience Oil and Gas industry related experience is required.
• Must be proficient in Excel, Word and have a basic understanding of Primavera Scheduling Programs, or of Microsoft Project.
• Industrial Construction experience, and interfaces with the Engineering, Procurement, Contracting, Execution, and Commissioning phases of the project are highly desirable.
• Strong Communication skills both written and verbal are required. The ability to adapt to site conditions and personnel is required.
• Ability to effectively manage and prioritize workload, bring issues forward and develop working relationships at all levels of the organization.

Preferred:
• Any formal training in regards to Scheduling, Estimating, Cost Controls, and Planning will be an asset
 

Additional Information:
• Occasional travel to offices and field sites in Canada as required
