Project Engineering Manager shall provide technical leadership and guidance to all staff engaged on the project.  PEM is accountable for technical integrity of all project deliverables (including, but not limited to Drawings, Calculations, Datasheets, Technical specifications, Material Requisitions, Technical bid evaluations, Schedules, MTO’s, Work volumes) in accordance with industry standards, codes and client specifications.  PEM shall liase with lead engineers and execute the project with a well-defined Engineering execution methodology within the schedule and budget, as agreed with Project Manager and Engineering Manager. 

 

 

RESPONSIBILITIES/ACCOUNTABILITIES:

The responsibilities of the Project Engineering Manager shall include, but are not limited to, those contained in the following statements:

  • Define project engineering scope of work, deliverables and requirements, based on Contract scope
of work, relevant Company specifications and other governing documents.

  • Plan and Implement the Engineering activities on projects and tenders according to Project execution model under the direction of Engineering Manager and in liaison with Project Manager. 
  • Establish a design basis for all disciplines at the start of a project, including a common engineering area where all documentation, specifications and other relevant design documents are communicated.
  • Lead, coordinate and manage the discipline groups and the engineering deliverables quality level to avoid non-value-added work to optimize manhours spent on projects.
  • Ensure the safe, effective and successful implementation and delivery of engineering projects.
  • To mentor, coach and train staff in work processes and values to have consistency across project.
  • Plan and identify resource requirements in consultation with Engineering Manager.
  • Conduct 3D Model reviews according to Engineering Execution Model, and the Project execution model.
  • Issue weekly and monthly reports as required in liaison with PM
  • Hold regular project engineering team meetings as required keeping control of progress
  • Establish and maintain project technical risk register, interface control register, change control register
  • Raise and followup technical queries and deviations from customer.
  • Identify and develop variation orders to customer in liaison with PM to recover additional project cost as a result of scope increase driven by client
  • Review materials take-offs and bill of materials.  Ensure that the quantities are within budget and any changes are documented with approval from Engineering Manager/Project manager.
  • Bring to the attention of the necessary parties, any problems, assistance or matters that may affect quality, deadlines or costs.
  • Establish good working relationships and communication with all Leads, Managers and clients.
  • Interface with Subcontractors, Suppliers and Vendors for completion of engineering activities
  • Adhere to the HSE requirements stipulated by Company/Clients
  • Visit yard during construction and understand improvements needed in design
  • Maintain Quality documentation and report any non-compliances for process improvement.
  • Conduct regular meetings with staff to discuss technical, procedural and operational issues and work practices, and to formulate areas for improvement along with possible solutions.
  • Standardization of Design Procedures, Check list and Guidelines.
  • Undertake any other general duties that may be requested. The list of duties is not exhaustive in any way and may change at any time.
 

 

QUALIFICATIONS/REQUIREMENTS:

  • Degree in Mechanical engineering from an accredited university or equivalent
  • Experience in similar position working for EPC Projects in Oil & Gas sector, with emphasis in Engineering activities related to Process skids, Modular facilities for Early production.
  • Must have good working knowledge of codes and standards (ASME, ASTM, API, ANSI etc…) prevalent in the Oil and gas industry especially Onshore.
  • Project Engineering Manager should have multidisciplinary skills and shall have good knowledge of cross functional disciplines especially Process, Piping, Mechanical, Structural, Electrical & Instrumentation.  Overall knowledge of all discipline documents and drawings is required
  • Verbal and written communication using English is compulsory
  • Ability to work in a multi- cultural team environment
  • Proficiency with MS Office applications
  • Should be able to work on fast track projects and deliver as per project schedule.
  • Proficient in handling the project operations entailing planning, resource utilization, quality management & manpower management.
  • Complete understanding of constructability, operability and maintainability requirements
  • Strong work ethic and proactive drive to deliver projects within schedule
  • Ensure deliverables meet strict quality standards
  • Maintaining the highest levels of Health and Safety
EXPERIENCE:

  • Minimum of 15-20 years of work experience in the Oil & Gas industry with at least 5 years in similar position.
