Job Description

We are currently recruiting for a Contract & Procurement to be based in the south of France.  The successful applicant will Define, implement and support ITER's Procurement & Contract Division’s (PCD) process and supporting technology/IT-infrastructure.

Type:    Contract (3 years)

The primary objective being to deliver and support procurement and contract processes and technology that enables PCD and project colleagues (performing procurement related activity) to perform at the highest possible level in executing their roles. From an Operational excellence perspective this means enabling PCD to delivery E2E, from sourcing and request to fulfilment, in a manner that is: almost touchless for frontline staff; increasingly easier for staff to action thus enabling them to focus on greater project value-added activities.

The Procurement and Contracts Division (PCD) provides procurement expertise to successfully contribute to the delivery of the ITER Project. Its mission is to manage procurement activities, place and follow-up contracts in compliance with the principles and objectives set in the Project’s  Agreement and the Project Resource Management Regulations. The Procurement team implements competitive procedures in compliance with IO Procurement Procedures, and provides efficient, responsive and quality in-cash procurement services, contract management services in support to the IO Departments in a fast paced and multicultural environment  

An organizational restructuring was implemented in 2020 in accordance with the needs of the organization and the evolution of the project phases. In this context, the organization is thriving to increase the commercial mindset across PCD and its stakeholders as well as to improve the operational excellence of the procurement disciplines. Disciplines like Category Management, Market Intelligence, Process/system and Contract Management will be reinforced. An operational excellence team of highly qualified and cross-project procurement officers was created for that aim. The process, tools and reporting officer role is positioned in this operational  excellence team.

Key duties will include:

•    Supports PCD in achieving functional excellence in procurement and contract by facilitating the deployment tools and processes. Pushes the organization forward to achieve greater efficiencies, to free up procurement teams allowing them to focus on high value add commercial and project opportunities.
•    Collaborates across the project in the Procurement and Contract (Goods and Services) and PtP (Procure to Pay) processes.
•    Brings together stakeholders, understands needs and interests and  ensures these are built into PCD approach and supporting technology.
•    Ensures engagement and collaboration across Procurement and Contract, especially functional experts (Procurement officers, Section Leaders, Category Management).
•    Safeguards smooth running of procurement operations with existing processes and systems (ERPs, e-procurement tools) in conjunction with smooth transition to next Generation processes and tools. 
•    Delivers increased value through applying a Continuous Improvement  approach to improve tools/systems/processes. This means faster, simpler, liberating frontline colleagues' time and enabling them to perform better. 
•    Identifies, in collaboration with IT colleagues, what is best in class costs and value. Lead design for Next Generation of IT tools for Procurement.
•    Contributes to creating with the Section Leaders a culture where quality and disciplined execution is the norm and people focus on value and simplicity above process/IT complexity.
•    Coaches and develops procurement teams in existing processes to get to an effective and compliant execution of the processes.
•    Contributes to Process design for procurement and contract and contribute with Finance to the PtP (Procure to Pay). Defines and maintains standard procurement policies, content, standards, guidelines, control frameworks.
•    Supports the section leaders and division head in the implementation of material management process, expenditure life-cycle process and Project and resources management process, working with Process Owner.
•    Supports the e-procurement Project manager for the design, deployment and performance of the new e-procurement IT tools and SAP legacy ERP. 
•    Maintains and supports procurement and contract KPI and compliance data generation.


Requirements:
•    Demonstrated  Background in a C&P capacity 
•    Nuclear  project Experience 
•    Eligibility to work in the EU without sponsorship
