QA/QC Manager

Job Description:

  • Ensure the QA/QC team understands and follows the HSSE requirements
  • Live the values of Professional Delivery, Aligned Objectives and Respectful Relationships in the engagement with EPC Contractor and its sub-contractors
  • Review quality deliverables of module fabrication contractor.
  • Ensure quality of module fabrication meets project specifications by implementing a formal surveillance plan and process covering QA/QC and Flawless Project Delivery (FPD) processes throughout fabrication and commissioning stages and review inspection findings, corrective action implementation and initiate/maintain tracking registers.
  • Demonstrate personal drive to fabrication quality and maximize learnings across module yards.
  • Organize and manage inspection activities including ensuring competencies of inspectors and assigning inspectors and QC engineers to attend witness and hold points as required by ITPs as per criticality and identified risks.
  • Develop necessary quality plans, procedures and instructions and provide quality support and guidance to the project team in all matters related to fabrication QA/QC and support project initiatives to raise the quality awareness amongst project team members, contractors and sub-contractors.
  • Provide inputs to constructability and inspectability reviews.
  • Support Asset Integrity Verification Program by ensuring that the established Verification Scheme for Safety Critical Elements including verification of Performance Standards is executed by EPC Contractor and verification records are maintained.
  • Monitor Fabrication Quality Key Performance Indicators (KPIs) to measure quality performance in different areas of work development.
  • Monitor and report on compliance and nonconformities and maintain relevant records.
  • Attend quality meetings with fabrication contractors.
  • Develop and issue quality alerts as necessary.
  • Identify and manage risks that could impact achieving quality objectives.
  • Follow up corrective actions from audits and reviews and maintain status register.

  • Professional engineer with minimum 15 years of QA/QC experience in fabrication, construction and commissioning of oil and gas projects.
  • A minimum of Diploma in Mechanical/Electrical or Civil Engineering.
  • Experience in QA/QC management in a Chinese construction or fabrication environment is preferred.
  • Demonstrated experience in module yard fabrication of mega projects.
  • Qualified as Lead Quality Assessor/Auditor.
  • Experience in Quality Management Systems for construction works with knowledge of ISO 9000 standards.
  • Experience in inspection and test methods and techniques for integrated modules, including: structural, welding, piping, electrical, instrumentation, rotating equipment, skided pakages, pre-commissioning, mechanical completion and commissioning.
  • Experience in developing, reviewing and managing inspection and test plans. Knowledge in developing and managing Flawless Project Delivery (FPD) and Lessons Learned programs.
  • Excellent communications and inter-personal / leadership skills.
  • Must be a team player, acting as a champion to break new grounds and self-motivated.
  • Ability to manage interfaces and relationships with key stakeholders.
  • Ability to influence the contractor and fabrication team to ensure quality is achieved.
  • Proven track record of result deliveries in challenging project environments.
