HSE Advisor (Shorebase) (Project based) / Mexico

Function description

• Provide HSE Services in support of Company HSE Policies, Procedures, Emergency Response Plans, Shorebase Manual Guidelines and industry best practices and assist the SBM communicate these in both Spoken and Written ENGLISH and SPANISH to base personnel and contractors.
• Develop HSE procedures for existing Shorebase activities and new processes.
• Promote a positive HSE culture and demonstrate a commitment to achieving a safe workplace.
• Monitor all work activities providing advice to crews and ensuring all risk control measures are conducted before start of activity, are adequate and adhered to.
• Working closely with Logistics Integrator providers and their respective Area Authorities (Foremen, Yard/Jetty Supervisors, equipment operators) assisting them prepare Risk Assessments and JSA’s for routine and non-routine activities and review with the SBM.
• Participate in Toolbox Talks to ensure they are conducted effectively, and work instructions are understood and also encourage participants to ask questions and provide feedback.
• Conduct regular safety inspections, walkabouts and hazard hunts.
• Promote and underline the value of good housekeeping.
• Coach crews and staff to participate in the Safety Observation Program encouraging completion of observations cards.
• Manage the Permit to Work system by preparing PTW’s and presenting to the SBM for review and approval.
• Prepare for and conduct regular safety meetings, record and distribute minutes.
• Prepare Monthly Safety Report for compliance with Company and API Port HSE reporting requirements with details of Safety Meetings, Toolbox Talks, JSA’s, accident and investigation reports, work permits, safety equipment checklists including first aid and fire extinguishers, personnel training records, safety drills and exercises.
• Support the SBM during accident or incident investigations.
• Deliver new start base inductions.
• Deliver in house HSE training.
• Participate in emergency response exercises.
• Upkeep base safety notice boards.
• Upkeep staff training matrix.
• Monitor shift change handovers for yard/jetty crews to ensure full and complete handover of pending activities.
• Monitor PPE inventory.
• Monitor base organic and non-organic waste segregation ensuring compliance with local regulations maximizing recycling prospects and reducing waste sent to landfill.
• Upkeep of the base lifting equipment and lifting accessory registers and certification verification.
• Monitor the base or facility lifting equipment color code periods, communicate to and ensure compliance by all vendors supplying CCU’s and other lifting equipment to Company operations.
• Ensure daily plant and equipment checks are performed correctly and records maintained satisfactorily.
• Monitor forklift and crane maintenance schedules ensuring they are conducted on time.
• Coordinate and expedite plant and equipment repairs or issues with owners.
• Demonstrate authority and leadership on all HSE issues.
