Job Description
We are currently recruiting for a Chief Resident Engineer to be based in Tajikistan. the incumbent will be responsible for the entire scope of the project (exceptional size of the structures, four work packages to supervise) and the complexity of client relationships (strong political implication with the need to report to the Prime Minister on a monthly basis, punitive contractual management of the client to compensate for the lack of funding). The successful applicant will have strong managerial skills and strong professional experience in Central Asia.

Key duties will include:
• Leadership of all site activities carried out by the Consultant and by the Employer’s engineers delegated in the Employer’s Representative Joint Site Team.
• Overall management of the Consultant’s Site Team.
• Follow-up of the QA/QC activities and specifically provide the definition of an appropriate system for documents handling and work progress monitoring.
• Management of the interim payments to the Contractor, with the contribution of the Site Team, through the Bill of Principal Quantities of the Permanent Works, control of the progress of works and certification of statements of accounts for interim payments.
• Accounting supervision, maintenance of cost controls and procedures for the contract administration.
• Review and recommend the adoption of suitable safety measures throughout the construction and erection activity.
• Support the Contract Manager in overall checking of the compliance of the Contractors with the contractual conditions as refers to performance certificate, guarantee and security, insurances, obligations, variations and adjustments, etc…
• Support the Contract Manager and the relevant Resident Engineers and Expert in verification of the “adverse physical conditions” which may have impact on the contractual issues and handling of the issue.
• Support the Contract Manager in assistance to Employer during variation orders, claims, and meetings.
• Overall supervision of the works, to verify that they are carried out in accordance with the drawings and specifications and in conformity to the Employer’s Requirements.
• Control over the implementation of proper procedures for storage and warehousing of material and equipment.
• Support and assistance to the Employer’s Representative’s Home Office team during its site visits.
• Checking over the issue of as-built drawings and of Operation and Maintenance Manuals.
• Preparation of progress reports and leadership in the preparation of the Site Monthly Report.
Requirements:
• Number of years of experience required: 25-35 years
• Project management, Civil / Electrical / Mechanical Engineering
• Demonstrated experience on working on Rockfill Damns
• Fluent English (French Advantageous)
