Cost Analyst – Shutdown

Role Overview

The Cost Analyst (CA) is accountable for providing cost control, analysis and management for the plant Shutdown at the Surmont SAGD facility.
The position reports functionally to the Project Services Manager and is assigned to work within the Shutdown Management Team (SMT) at site. All duties will be performed in accordance with COP HSE policies and SPIRIT values.
The CA will utilize his/her expert knowledge of cost control functions related to the monitoring, tracking and forecasting Shutdown costs and budgets. The functions include analyzing and verifying the various contractors’ cost reports against actual LEMS and baseline budgets, cashflows, manpower plans, histograms, and various quantity and progress curves. The CA will provide reporting to SMT of committed, incurred, invoiced and forecast cost evaluations.The successful candidate will have working knowledge in all phases of major plant Shutdowns, from conception to completion. In addition to the organization, this position will
work closely with other entities such as contractors, suppliers, vendors and subcontractors. This position interacts and coordinates between multiple stakeholders, including but not limited to Operations, Maintenance, Asset Integrity, Finance, Engineering, Construction Management, Project Management, Project
Controls, Contracts Administration, Procurement, Expediting, Transportation, and Logistics. The successful candidate will be a subject matter expert in using SAP for cost management and must have a proven track record of working on all phases of large scale, complex Oil & Gas facility shutdowns.

Responsibilities


? Monitor, update, control and forecast committed, incurred and invoiced costs.
? Track actual costs in SAP.
? Update and submit daily incurred cost reports.
? Prepare reconciliations, weekly and monthly reports, trends, forecast at completion
estimates, variance analysis, manpower profiles, cash flows and project completion
reports.
? Review and evaluate contractors’ estimates and change requests and participate in
change management and risk management reviews.
? Review contractor progress reports, manpower plans, and installed quantities/completed
activities to ensure alignment with incurred and forecast cost analysis.
? Assist the Shutdown team in forecasting spend for accrual purposes.
? Validate and release all invoices related to site activities in a timely and efficient manner.
? Assist Finance in the creation and processing of journal entries.
? Work closely with cost estimating, planning/scheduling, risk management and functional
leaders to develop integrated cost reports.
? Provide cost input to Shutdown benchmarking and provide related metrics such as rates
of progress and manpower densities.
? Maintain document trail to facilitate internal audits of internal control systems.
? Prepare cost management sections of Shutdown documents and support the cost
analysis of contractor bids.
? Support the Shutdown close-out process, as required.
? Other duties as required and directed by the Project Services Manager and the
Shutdown Managers/Supervisors.

Mandatory Qualifications


? Degree or Technical Certificate, or equivalent work experience.
? Strong hands-on experience with Owner/Operator accounting practices and principles.
? Minimum 7 years oil and gas industry experience in a Cost Control/Cost analyst role.
? Minimum 5 years of site-based cost management experience.
? Minimum 3 years of site-based Shutdown cost management experience.
? Proficient in the use of SAP and MS Office suite.
? Legally authorized to work in Canada on a regular full-time basis without restrictions.

Additional Information


? This role is camp-based at the Surmont Oilsands site.
? The work schedule will be 14 days on – 12 hours per day / 14 days off.
? The work schedule could be adjusted to 16 days on – 12 hours per day / 12 days off
during the Shutdown execution.
? Due to the criticality of the Shutdown execution, other shift plans might be implemented
to ensure proper support is provided.
