Under the general direction of the Electrical Reliability Supervisor: Provides technical Supervision to craftspersons, vendors, and contractors who perform the shop and/or field maintenance work involving the removal of, reinstallation, disassembly of and reassembly of plant electrical equipment and systems. Re-commissions the said equipment and ensures that it is operating safely and reliably. Additionally monitor, evaluate, inspect, document, report, and troubleshoot to improve the performance of electrical systems and equipment.
PRINCIPAL ACCOUNTABILITIES
  • Responsible for own safety/health as well as the safety/health of assigned craftspersons, vendors, and contractors and for promoting the health and safety of others, and performing quality work in a safe and environmentally conscientious manner.
  • Responsible for complying with Company policies and procedures, established standards, and governmental regulations (federal, state, and local).
  • Monitors and inspects new electrical construction and commissions new equipment. 
  • Independently evaluates and resolves problems.  Proactively participates in troubleshooting, problem definition and data gathering on electrical equipment.  Assures appropriate engineering involvement.  Receives input from “customers” on equipment problems, performance, etc.
  • Develops procedures for repairs, initiates repairs, and follows up on solutions to problems.  Communicates status in a timely manner to proper operations, maintenance and engineering personnel.  Determines manpower and equipment requirements for work that they initiate.
  • Assures and is directly responsible for accurate and complete records on electrical equipment inspection and repair histories. 
  • Responsible for independently managing and controlling spare parts inventory. Maintains spare parts inventory documentation.  Arranges for proper storage of spare parts.
  • Works with, trains, and coaches operators and others on how to operate and maintain the electrical equipment in their area.  Reviews operating procedures to ensure electrical issues are properly addressed.
  • Audits work performed by outside shops, contractors, vendors, and craftspersons.
  • Manages and supervises craftspersons, vendors, contractors, tools, materials and equipment to efficiently execute the work plan.
  • Assists in development of maintenance schedules, manages, and performs routine preventative maintenance.  Appropriately communicates non-conformances with set inspection intervals. 
  • Assists in preparing turnaround worklists and helps coordinate turnaround activities.
  • Proactively maintains job knowledge and skill level to meet the requirements of the job.
  • Maintains familiarity with the National Electrical Code, Applicable NFPA & API Standards, Company Specifications and applies them in the duties of this position. 
  • Participates in reviewing/revising company Policies and Procedures pertaining to electrical work and those having to do with electrical systems.
OTHER INFORMATION
  • Requires direct interaction with other Operations departments, contractors and vendors.
  • Subject to after-hours “call-outs” to support Refinery emergencies and operation requirements.
  • Required to respond to, independently evaluate, plan, and direct unexpected repair efforts during emergencies and after-hours call-outs.
QUALIFICATION STANDARDS
  • A minimum 2-year certificate in Electrical Technology and 10-year electrical system work experience in refineries and/or chemical plants.  Equivalent military training background and comparable experience in large industrial/utility electrical systems would also be acceptable. Must have a High school diploma or completion of the G.E.D. program or its equivalent.
  • Must be experienced in reading and understanding electrical single-line diagrams, schematics and wiring diagrams. 
  • Candidate must possess effective written and oral communication skills. 
  • Candidate must be well organized and be able to handle multiple priorities.
