Role
Develops, maintains and implements the crisis and continuity management and emergency response system for the Region supporting departments in line with the GDP 4.6 requirements. Identifies and responds to immediate (tactical) CCM/ER issues that are identified on day-to-day basis.
Designs, develops and coordinates CCM/ER exercises, conducts verification of emergency response equipment and systems and manages the training of regional personnel in their CCM/ER accountabilities.
Provides challenge / coaching / support to the Crisis and Business Continuity teams to deliver continuous improvement opportunities.
Responsibilities
Responsible for driving improvements in the regions Crisis Management arrangements which helps minimise the risks for personal and process safety in accordance with the Upstream Safety Leadership Principles to achieve the goal of "no accidents, no harm to people and no damage to the environment". Supports the development and implementation of consistent CCM/ER plans and initiatives for continuous improvement of site safety culture and HSE performance, and develops and conducts CC&ER and Business Support Team (BST) training programs for the Region.
Develops a tactical CCM/ER work programme in conjunction with Incident Management Team’s (IMT), BST and CCM/ER Manager in support of departments HSE plan deliverables.
Delivers CCM/ER promotional activities and training to the site workforce and associated consulting/coaching on CCM/ER procedures/programmes and hazard identification to deliver strategic improvements. Plans the provision and documentation of training and exercises to maintain capability of response personnel for the region. Coordinates the provision and documentation of training and exercises to maintain capability of response personnel Maintains CCM/ER facilities in a state of readiness.
Actively participates and conducts CCM/ER audits, self-verification, equipment inspections identifying gaps, creating gap closure plans and implementing solutions, and assists with incident investigations and risk assessments.
Develops and maintains the Region ER/CCM management system in accordance with GDP 4.6. Implements lessons learned process within CCM/ ER to capture improvements identified during exercises and actual incidents Develops insights from CCM/ER metrics analysis, contractor self-verification and other findings to advise on emerging risks and improvement opportunities for CCM/ER and provides direction to improve the regions management of incidents.
Provides professional advice and support during CCM/ER responses, manages record keeping for incident mobilisations and is part of the regions’ On- call rota.
Education
Minimum qualifications:
Degree in HSE, Engineering, Science
CCM ER training
Other training:
Process safety for technicians
Applicable FLL modules
Experience and Job Requirements
Considerable operational experience in Oil and Gas or another high hazard industry
Technical knowledge and experience in CCM/ER in an operating business and/or experience as a specialist or adviser (preferred).
