We are a leading global technical recruitment company providing professional contract and permanent staff to a diverse world-wide client base within the Oil & Gas Industry. Our client, a growing Chemicals Operator has a permanent opportunity for a HSE Coordinator to support a new chemicals plant to be built in northern Charleston, WV.
Job Summary
Responsible for the organization’s safety and emergency response programs. Helps develop, implement, monitor and manage safety and emergency response program, policies and procedures. Ensures the organization complies with all current safety regulations. Evaluates the organization’s procedures, facilities and equipment to identify unsafe conditions that require improvement. Researches and recommends safety equipment. Responsible for tracking inventory safety-related equipment. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision of the HSE Manager. A certain degree of creativity and latitude required.

Essential Job Functions
- Responsible for the organizations emergency response functions including the fire brigade, hazmat, rescue, medical and incident command structure.
- Communicates with other sites at plant location to respond/coordinate to emergencies.
- Tracks and audits safety equipment used by the organization
- Liaison between plant sites on safety related issues
- Responsible for maintaining and testing of the site’s fire protection systems
- Responsible for maintaining the site’s portable gas testing equipment
- Liaison with other sites ERT program leaders to ensure site compliance
- Track and maintain all radioactive sources for the facility
- Manage and track training for ERT, FB and ICS teams
- Performs inspections to ensure compliance and effectiveness of emergency-related equipment
- Maintain HSE records in compliance with state and federal regulations.
- Keep abreast of FCC/State violations, rules and regulation
- Responsible to maintain and understand radio communication equipment, support users in functionality, understand functionality of repeaters, programming
- Manage emergency alarm system licensing and programming
- Supervises periodic inspections of plant machinery, equipment and working conditions to ensure conformance to appropriate safety and sanitary standards and regulations
- Examines plant equipment slated for purchase and proposed facility modifications and additions for safety requirements. Recommends modifications or adjustments to correct any deficiencies prior to purchase or use.
- Monitors, on a regular basis, the availability and condition of appropriate fire-fighting and safety equipment in the plant.
- Acts as liaison with companies servicing fire alarm system and fire extinguishers and with local fire department.
- Chairs regular safety meetings and ensures that coordinated safety training and motivational campaigns are conducted in association with company policies.
- Provides assistance to supervisors regarding the evaluation of safety problems and of employee safety recommendations and complaints. Determines acceptable corrective measures accordingly.
- Keep management appropriately informed of area activities and of any significant problems.
- Attend and participate in meetings as required.
- Perform miscellaneous functions and special projects as assigned.
- Present a professional image at all times to clients and vendors and maintain a positive reputation of the company.
- Follow all relevant company policies and procedures.
- Assists other Departments and other administrative personnel as necessary.
- Perform other tasks as assigned
Qualifications
- CPR required
- Safety Specialist Certificate required
- EMT preferred
- Experience in the chemical or petrochemical industry preferred.
- Health, Safety & Environmental – knowledge of the concepts, procedures and regulations affecting the effective safety of a facility.
- Regulatory Requirements – understanding the laws and governance
Education Requirements
- High school diploma or equivalent required.
- Associates degree or equivalent from a two-year college or technical school plus two years or more of related experience and/or training or five years or more of related experience and/or training
