Tasks to be performed:
The purpose of the service will be being responsible for leading the contracts, procurement and expediting activities adding also
the evaluation and negotiation of any contractor's claim; support the Project Control and Project Team in all matters relating to
Contracts & Procurement area and shall contribute to delivery of the project in time, in budget and in accordance with HSE
Standards:
- To manage all aspects relevant to the prequalification, preparation, issue, receipt, opening and assessment of tenders and award of contracts.
- To represent the companys team on Contract issues at both internal and external meetings.
- To provide Contracts and Procurement advice to the companys team.
- To ensure Contract Variations are identified early and advised to Package Contract Representative.
- To provide documents for presentation to TEP Oman Contracts Committee and various JV approval committees.
- To review records for accuracy and conformance to standards, for Contract audits.
- To ensure commercial and contractual correspondence with contractors is efficiently handled.
- Liaise with project team members to ensure commitments and milestones are achieved and liaise with Contractor to expedite progress mindful of foreseen liquidated damages.
- To maintain time and payment schedules and milestones as per pricing mechanism, and advise payment terms accordingly.
- To maintain contract payment position and prepare periodical contractual credit and liability statement in accordance with provisions of contract.
- Administration of legal issues related to damages, claims, disputes, litigations.
- To provide advice and seek counsel on contractual, commercial, taxation insurance and legal issues.
- To ensure ICV objectives are being considered and implemented in all contracting activities.
- To negotiate Contract Variations with contractors.
- To manage and participate in the development, compilation, sourcing, pre-tenders, Invitations to Tender, tenderopenings, and evaluations of proposals received including all requests for qualifications for any contract.
- To provide contract/procurement advice to relevant managers.
- To ensure that procurement and contract administration is being carried out in the most efficient and cost effective manner utilizing the company's approved procedures.
- To prepare and/or supervise creation of Contracts Committee submissions (Prequalification Plan, Procurement Plan, RFA & RFV).
- To ensure market trend investigation and benchmark activity within the industry is efficiently performed to ensure contractors & suppliers are quoting competitively and in line with the industry standard.
- To handle with project planning and budgeting - particularly in respect to contracts and procurement activities.
- To coordinate on contractual, commercial, taxation, insurance and legal issues with relevant internal stakeholders.
- To provide input to contracts and procurement reports.
- To ensure the Company's commitment to and compliance with safety, quality and health regimes is reflected in all Contracts.
- To develop and maintain a customer service culture within the contracts teams to deliver contracts administration throughout the Company.
Technical Pre-Requisites
- Engineering or Supervising Services with large experience in Oil/Gas Industry.
- Experience in contract formulation activities, systems and processes coupled with a superior working knowledge of engineering, construction and service delivery practices operating in Fabrication/Construction yards.
- Understanding of local content requirements in the contracting process.
- Sound IT and systems management knowledge.
Other Observations
- Flexibility of relocation with the Project is required (the different phase of the project may lead to work in France, UK, Japan and/or Oman).
