We are a leading global technical recruitment company providing professional contract and permanent staff to a diverse world-wide client base within the Oil, Gas and Chemicals Industry. Our client, a growing Chemical Manufacturer, is seeking a Contracts Administrator for a project direct hire position to support a high value, greenfield petrochemicals project to be based in Charleston, West Virginia.

Job Summary
 
Responsible for the administration of construction contracts. The Contracts Administrator will support the Project Manager in the preparation of the Contract Strategy or Plan and all aspects of pre and post award of the project contracts. Reports to the Project Manager.
 
Responsibilities
                    
  • Participate in contractor pre- qualification process
  • Prepare the tender approval form/package
  • Prepare the qualified bidders list
  • Verify that all contractor's ratings meet the client's expectations
  • Issue invitations to tender to qualified contractors
  • Manage the preparation and issuance of contract tender documents with both engineering and construction
  • Work with the cost control to develop schedule 'a' pay items and earned value reports
  • Work with the scheduling department to ensure that the required start and finish date are part of the tender requirements
  • Ensure material purchases required for each contract tender package are included in the overall procurement plan
  • Issue addenda during the tender if required
  • Compile, log and open tender pricing and documents received from the contractor
  • Set up internal meetings to review tender pricing and documents
  • Prepare commercial evaluation, letter of recommendation and contract requisition
  • Prepare and issue the letters of intent and regret
  • Record meeting minutes (e.g. site visit, bid clarification)
  • compile contract once all signatures and documents have been received and signed
  • Schedule turnover meetings with site personnel once the contract has been awarded prior to the contractor mobilizing to site
  • Schedule and chair kick-off meetings with the contractor
  • Ensure contractor has submitted all required deliverables before starting work
  • Ensure project contract work is completed in accordance with health, safety, security and environment, risk management and company quality management system
  • Manage contract correspondence and costs
  • Prepare all contractual letters to the contractor
  • Check time-sheets for contract conformance (rates, backup, extensions)
  • Review contractor invoices and prepare progress payment certificates with cost control
  • Review contractor costs, forecasts and request for extras
  • Provides analysis of the contractor's change orders, negotiates with the contractors and provides recommendation for the internal approval process
  • Issue for approval and post substantial performance documents
  • Issue contract close-out documentation: contract close-out change order, certificate of final completion, waiver of lien
  • Participate in contract cost review meetings and regular project progress
  • Conduct weekly construction contractor meetings
  • Record meeting minutes (kick-off, weekly construction contract review, etc.)
  • Assist with preparation of monthly contracts and project progress reports Provide various related reports as needed
  • Present a professional image at all times to clients and vendors and maintain a positive reputation of the company
  • Follow all relevant company policies and procedures
  • Perform other tasks as assigned
 
Job Qualifications
 
  • Experience in the chemical or petrochemical industry preferred
  • Minimum 12 years of experience as a Contracts Administrator on site-based construction projects.
  • Ability to administer contracts up to $100MM in size
  • Familiarity with the formation of construction contracts including service and consultant agreements/contracts
  • Ability to breakdown contract Schedule 'As' into a framework to be used as a progress construction monitoring tool
  • Familiar with unit price, time & materials and lump sum contracts
  • Familiar with Work Breakdown Structures (WBS) and their application when developing/using progress monitoring
