Chef De Mission/ Team Leader - T&D Project - Mauritania

My client has recent been awarded Transmission Line Construction project connecting Senegal and Mauritania. For this project they are seeking two "Chef De Mission"/ Head of Mission to be based in Mauritania and Senegal respectively. You will coordinate activities and follow-up on the required results in close collaboration with the client and contractors.

Project description:

Construction of a 225kV transmission line between, upgrading the connection and increase the transmission capacity between the two countries' power grids. The proposed line will be capable of carrying up to 250MW.

1. Construction of a 225 kV approximately 218 km long.
2. Construction of the new 225/30 kV substation, the extension of the existing substation through the extension of the existing double busbar and the addition of two new 225 kV line and cable spans.

Detailed tasks of the Head of Mission (but not limited to):

• Coordination of all activities of line and post works sites.
• Daily and weekly coordination with the Client and the Contractors and preparation of subsequent reports.
• Daily and weekly schedules of local team activities.
• Writing the daily newspaper of works on the sites.
• Daily and weekly follow-ups of the contractors' progress according to their respective schedules and subsequent reports.
• Organization of weekly meetings with the Client, the Contractors and possibly with other members of the stakeholders to ensure the proper progress of the work and the proper execution of the budget.
• Controlling Contractors Construction Procedures.
• Monitoring of health and safety working conditions.
• Follow-up and treatment of complaints.
• Supervision and control of the delivery and storage of materials, equipment and equipment on worksites.
• Advice to Entrepreneurs on the interpretation of contractual clauses.
• Analysis and approval of the accounts of the Contractors and also of the project.
• Supervision of work progress, testing and commissioning procedures.
• Control and approval of test and commissioning data.
• Monitoring the implementation of mitigation measures for environmental and social impacts.
• Ensures the monitoring and coordination of skills transfers.
• Coordinates and assists the Client in contract negotiations.
• Coordinates the preparation of the final report.

To be considered for this role:

• Education: Electrical Engineer
• Years of experience: 10 years experiences as head of mission, experience with High Voltage Power lines and transformer station.
• Languages: French language

Mobilisation Date: October/ November 2019

Location: x2 Positions, based either Mauritania or Senegal

Salary: 10,000 USD Per Month including Perdiem, airplane tickets and local logistic.
