FPU Lead construction Engineer / USA

Job Duties

Management:

• Within the FPU package, provide construction leadership for all activities related to FPU hull and topsides construction during the FEED phase
• Coordinate the call for tender for construction of the Hull and Topsides in close liaison with the FPU Manager, The Hull Manager and the Topsides Manager
• Support the FPU Manager in organizing the construction tenders evaluation and contribute to the selection of the Construction yard
• Provide all necessary input to the FPU Manager for the development of the construction input in the FPU execution plan
• Support the FPU Manager in the development of a coordination procedure between the engineering contractor and the yards
• Provide all necessary schedule input and support relative to construction activities for the FPU
• Prepare for a Lead Construction position during the detailed and construction phase of the project

Technical

• Supervise FEED contractor with regards to the constructability of its design
• Select and validate the input from construction yards to be considered into the FEED design
• Provide construction technical support and evaluation in the FPU construction call for tender process
• Control FEED construction activities related to the Classification and CVA of the FPU and compliance with regulatory requirements (CFR) in particular with BSEE and USCG
• Ensure that all construction yards input and deliverables are timely issued for the FEED design and the start of detail engineering and fit for purpose, and vice-versa
• Identify, implement and manage all necessary FPU construction engineering studies.
• Maintain up to date (and have maintained) all the necessary technical documentation related to the FPU construction and validate this technical documentation
• Ensure that construction activities are performed in line with engineering documents and project specifications
• Validate the selection of the Yard with due consideration to the Topside integration (lifting) operation as well
• Work closely for the yard selection with the Installation Lead for all aspects related to pre-service phases of the FPU

Tendering phase

• Prepare and draft all necessary contracts or ITT documents related to construction.
• Actively participate in the clarifications (technical, contractual & commercial) and negotiation with Tenderers.
• Actively participate in the evaluation and analysis of the different offers (technical, contractual & commercial) issued from the Tenderers during tender phase.

Interfaces

• Provide effective leadership in identification and resolution of the interfaces between the engineering contractor and the construction contractor.
• Ensure in his perimeter that technical interfaces are properly defined in due time and properly interpreted / implemented by the FPU engineering contractor.
• Ensure in his perimeter that the identification and resolution of detailed interface issues, in conjunction with managers / senior discipline engineers, in an efficient and cost effective manner

HSSE

• Ensure highest level of compliance with regard to Health, Safety, Security and Environmental requirements
• Provide leadership within FPU Package for all HSSE performance and compliance including monitoring of performance, implementation of corrective measures for performance issues and proactive implementation of schemes / activities to improve upon good performance for all activities related to hull and mooring.
• Ensure that HSSE issues are correctly handled within FPU technical documentation for construction.
• Ensure that an adequate risk assessment process is in force for all construction activities in his perimeter throughout the various steps of the project

Quality

• Provide effective leadership in quality performance and compliance
• Ensure compliance with a high regard to Quality Assurance, Control AND Efficiency
• Review and contribute to develop an appropriate QA/QC plan for all construction activities linked to the FPU
• Organize and participate in all audits and reviews needed to validate the selection of the construction yard

Qualifications

• Engineering Degree and Professional Engineer status
• 15+ years roles as construction lead or main representative on relevant construction sites
• Construction expert level of knowledge and experience
• Deep water developments knowledge and experience
• Safe working practice on offshore construction projects
• Proficient organizational ability and commitment to meeting deadlines
