Description
- Represent the client`s interests in the installation work and monitor progress performed by the Contractor engaged by Company. For the offshore work
- Follow-up of offshore installation and pre-commissioning activities in respect of the company`s subsea systems.
- Administer the entrance applications (Permit-To-Work) for Contractor's vessel when Work inside the Safety Zone of other vessels or platforms is required.
- Prepare for installation work by participation in HAZOP, HAZID and vessel HIRA (Hazard Identification and Risk Assessment for vessels)
Authority (financial and approval)
- Sign off Preliminary Delivery Protocol completing the Main Milestones according to the Contract.
RESPONSIBILITIES of the COR
- Secure that Health, Safety and work Environment aspects are followed according to Project requirements
- Participate in Quality examination activities and ensure that Project Quality System is adhered to.
- Monitor that Contractor’s engineering offshore staff, methods and procedures have adequate competence and is sufficiently organized to perform the Scope of Work
- Monitor that the company`s technical requirements are adhered to during performance of Installation work and report on progress, deviations or non-conformances.
- Follow up activities from verification, test and inspections according to the risk based approach adopted by the Project.
- Give input to risk register and follow-up of same.
- Identify and implement changes according to change control procedure.
- NCRs (Non-conformance Requests) shall be processed through Contractor land organisation before submitted to Company.
- Obtain requirements to documentation for entrance into safety zones at Rig and Host platform (EG) locations. Ensure that the Marine Contractor develops the documentation required for entrance at the mentioned locations and maintain a file for transmittal of the documents between Company and its contractors/affiliates.
- Before a Permit-to -Work (PTW) is requested and at least 24 hours prior to entering the safety zone of a vessel or installation, Company shall notify the Offshore Installations Manager (OIM) on that vessel or installation that such entrance permission is needed.
- The offshore organisation consisting of the COR and his supporting representatives, shall monitor the execution of the Work. Procedures and Engineering solutions shall be developed by the Contractor and Company Land organisation. The offshore personnel shall ensure that changes to procedures and Engineering documents are founded in the Engineering and QHES of the representative land organisations and have been approved by Contractor’s Offshore Project Engineer.
- Company is represented by own resources offshore (Day and Night shifts) which are assisted by Vendor of the Company Provided Items (CPI) in order to provide services for these to the Contractor. Changes to CPI or utilisation of these shall be approved by Land organisation.
- The COR is the offshore Campaign Lead on behalf of Company. The Campaign Lead shall be responsible for the communication with other vessels and to obtain Work Permits within the safety zones of the Rig and the Host plf., respectively. The Campaign Lead may temporarily assign his communications responsibility to his Supporting Company Representative assuming she/he is properly trained to take on the assignment, typically this is the case during night shifts.
- During offshore campaigns - Reporting routines with Company Land organisation:
- Written daily progress report (DPR) from the vessel OIM shall be received by the Marine Operations Team.
- The COR shall report to SURF Lead onshore of the daily events on the vessel prior to 0900 hours on the following day.
- Deviations to the agreed procedures shall require a Management of Change (MOC) process to be executed by Contractor. The procedure deviation (MOC) shall be in writing and Company shall be notified before being implemented. If Company Representative Offshore do not have the qualifications to assess the MOC, he/she shall write "Noted" before signing, indicating that he has been given the information but not been able to assess the actions proposed. Company Representative Offshore will then have the opportunity to object in writing if he/she for some reason does not have confidence in the change proposed. If the MOC involve utilization or handling CPI, the Change shall be agreed with Company before being implemented.
- Upon completion of a Milestone activity (according to the Contract), a Preliminary Delivery Protocol shall be agreed offshore and signed by the COR and the Contractor. Outstanding Work shall be noted down in a Punch List which shall be part of the Prelim. Delivery Protocol. Company shall be given a copy of the signed document and the attached Punch List immediately after both parties have signed the documents.
Requirements
- Education: MSc. or BSc. Degree in Engineering,
- Experience: More than 10 years of experience within the offshore Oil & Gas industry, preferably in Subsea technology and Marine Operations.
