QHSSE Coordinator - Midstream / USA

We are leading staffing specialist within the Oil, Gas & Chemicals sector. My client is a fast growing, entrepreneurial Oilfield Services Company, currently supporting the Midstream Industry. Due to significant company growth, they are now seeking a QHSEE Coordinator to join their Houston operation.
 
This position will also be responsible for championing continual improvement initiatives, including the development and revision of system guidance, training and planning as required to ensure that company  Quality Management Systems remains effective and fit for purpose to meet internal, customer, contractual and regulatory requirements.
 
 
Specific Duties and Responsibilities:
 
 

• Work with Operations to identify and develop standardized registers (ex. PPE, safety signs, safety equipment, job descriptions, MSDS…. etc.) falling under the QHSSE scope of work that will facilitate efficient and optimized project execution.
• Conduct an assessment of current state versus desired state and develop strategic plan to close gaps, with priority given to issues impacting the health and safety of company personnel, assets, reputation and the environment.
• Develop and maintain lessons learned and best practice registers to be reviewed by management after the start-up of every new project to facilitate the identification of process/system improvements.
• Develop policies, procedures or specific work instructions as required to ensure the systems and processes are fully compliant.
• Develop, maintain and manage internal training programs as training programs to support the safety strategy and meet and exceed regulatory requirements;
• Assist as required in the investigation, establishment of root causes(s) and development of robust corrective actions for HSE related and any other incidents, failures or problems that create non-productive time (NPT).
• Develop and manage monthly reports (or upon request by management) that demonstrate the current health state of QHSSE that identifies trends, cause and effect patterns, and related information.
• Monitor government regulations, industry developments and other relevant changes and initiate actions to ensure that the company’s policies, procedures or plans are updated accordingly;
• Administrator for the specific data and reports of QHSSE Reports, Inspections, Certifications and Permits for the business
• Attend client meetings, pre job inspections and planning meetings as required, providing operational support as and when necessary
• Assist work site personnel and line management in development of work site HSE and Cause No Harm promotions and campaigns
• Support Asset and Supply Chain departments in maintaining equipment calibrations and standards

 
Position Requirements
 

• Preference will be given to candidates with mid-stream operational experience in Pipeline Testing, Certification and Construction.
• Minimum 5 years practical experience in occupational QHHSE fields
• Minimum Diploma in Occupational Health and Safety or other allied fields
• Valid Driver Licenses and the ability to travel throughout the US
• Ability to travel and work extended hours at filed sites as necessary
• Experience in IAuditor or similar software programs that are used in QHSSE applications
• An understanding of domestic midstream operations and broad exposure to regulatory and contractual requirements of Mid-Stream Service Providers
• A proven track record in the development and management of effective Quality and HSE management systems, processes and systems to support implementation and effectiveness.
• Exceptional analytical, organization, and communication skills are essential.
• The ability to work both as a team member, team leader and independently, and handle multiple priorities in a fast-paced environment is crucial
• Self-management while maintaining alignment to management objectives is critical.
• The ability to travel to the Company’s various operating areas as required to support ongoing operations
• Experience with incident management, including incident investigations and root cause(s) analysis.
• Foundational understanding of industry recognized standards, Codes and HSE Laws
• Experience and understanding of RCA (Root Cause Analysis) processes to drive corrective actions against nonconformance as required

• Ability to work in a dynamic working environment.
• High level of competence with regards to Office Suite software with preference given to candidates with high level knowledge of MS PowerPoint, Excel, Word and Project.
