Job title: Material Handling Manager

Material and laydown area management;

Coordination on material movement;

Self-performance implementation for material management (if applicable on the project);

Coordination with internal and external partners;

 

Job Assignments, Measurements & Sphere of Influence

Material and laydown area management

Control and manage all materials from arrival at site to handover to erection / commissioning or other parties;

Correct use and update of MTA software : register and record the materials on site in the MTA;

Establish and maintain material storage plan;

Provide necessary training to subcontractors on MTA;

Inspect incoming goods and immediate reporting of any overall, shortages or damage;

Management of laydown area including preparation and covered storage;

Management of material security control on laydown area;

Establish material delivery procedure and interface;

Establish procedures for storage and handover of spare parts;

Check that all documents accompanying material deliveries are complete and correct as detailed in the specifications and purchase orders;

Check existence of packing list, record and material classification;

Obtain, or initiate the obtaining of missing documents from suppliers;

Address damage that occurs during shipment. This involves assessment, recording and reporting of the damage. The loss adjuster must be involved before the material can be released for use;

Establish and execute packing rubbish removal plan;

Maintain and manage the on-site materials in cooperation with the project expediting office, check and review open point (NCR) on material before expediting acceptance.

Liaise with construction team and QA department to ensure proper traceability;

Daily logs will be maintained which record all events to address any subsequent claims or disputes;

Ensure cleanliness and easy retrieval of material from the laydown area / warehouse.

 

Job Description

Coordination on material movement

Coordination of all project participants shipment and material movements;

Lead a team for materials management on site including partner and erection subcontractors;

Establish system and implement procedures for receipt of material at site, storage and release of material to erection subcontractors, in cooperation with the respective Construction Managers and in accordance to the pertaining handling instruction;

Establish and implement store control procedures in discussion with erection subcontractors;

Establish material schedule and interface;

Establish stock control procedure;

Prepare and request for quotation for material management, lifting device, operator, etc.;

Perceive deviations from the material delivery schedule as soon as possible, and report such to site management immediately;

Be able to prove at all times which materials have been received with dates and when they are released to subcontractors / partner.

Self-performance implementation for material management (if applicable on the project)

Define planning for material management;

Define limit of scope for delivery and transfer of property;

Define if covered storage needed;

Define permanent and temporary equipment and team associated;

Define and follow budget;

Define possible subcontract agreement (crane, workmanship, etc.);

Assign task to team members;

Perform regular assessment;

Ensure proper training in the team;

Deploy EHS and quality procedure within the team.

 

Quality & EHS

Coordination with all participants to deploy and harmonise material management procedure;

Align all procedures for material management specially for storage, transportation, material hand-over to erection subcontractors, follow-up of missing / damaged material, preservation during storage;

All subcontractors within the material management scope are in compliance with the EHS requirements at site;

Implementation of the EHS policy within the operational scope of material handling management, including all established safety procedures, work instructions, guidelines and local laws / regulations and informing employees about hazardous materials and applicable precautions;

Enforce EHS directive (High risk activities, control of contractor, lockout-tag out, electrical safety, mechanical safety, work at height, excavation work, lifting operation, vehicle movement);

Implement crane control / make sure equipment and lifting device are tested / certified before use;

Full traceability of material damage and shortage;

Implement procedures for shipping and local transport;

Check existence of material certificate, transfer to QA department;

Perform or organise Positive Material Identification in case of doubt on material certificate, material identification, especially on piping.

 

Reporting

Feedback of material receipt and status information to site management and the home office including Project Procurement and Logistic Manager.

 

Key Performance Indicators

Prompt resolution of any disruptions or abnormalities related to materials;

Budget management in case of self-performance.

Specific Functional / Technical Authority (Besides DoA)

Implementation of necessary site material handling infrastructure;

To select and hire material control / handling staff;

Full utilisation of allocated material handling resources;

Work suspension in case of abnormal or risky situations.

 

Job Specifics

Knowledge on different types of materials and the proper handling and management to support construction / commissioning.

 

Profile

Education & Trainings

Mandatory 

University degree (comparable with bachelor / master);

Leadership and social competence;

Cost awareness.

 

Professional Experience

Mandatory 

Appropriate experience in power plant construction and engineering;

Appropriate experience in management functions;

Willing to take responsibility;

Exhibits common sense, is respectful and loyal;

Cost awareness, good feel for trade offs and compromises;

Open-minded for change and new ideas;

Goals / objectives oriented;

 

Language Skills

Proficient in English (oral & written)
